Job Profile Summary
This is a newly created position at the Bank. The Project Portfolio Manager will lead our project management team and oversee the project managers over various initiatives. The ideal candidate will have a strong background in portfolio optimization, cross-team resource management, overseeing and managing a diverse range of projects, guiding project managers in process improvements, business case development, and various software development lifecycles including agile/scrum and waterfall.

This position reports to the Director of Application Services and is subject to the Bank’s hybrid work program and is expected to be in the office at least 2 days per week.
Primary Responsibilities will include:
• Project Management Oversight
o Lead, mentor and manage a team of four full-time project managers and, at times, project management contractors ensuring professional growth and high levels of performance.
o Provide direction and support to ensure successful project delivery.
o Manage and oversee critical stakeholder communication for all projects.
o Monitor and control project timelines and forecasts to budget.
o Collaborate with Bank Technology leadership on post project reviews and lessons learned.
o Oversee and orchestrate the post project review process and ensure that lessons learned are applied to future projects.
• Project Portfolio Oversight
o Oversee, manage and report on the overall health of the project portfolio.
o Ensure project risks are identified and mitigated with special emphasis on cross-project risks.
o Resolve escalated project issues and remove roadblocks to ensure project momentum.
o Facilitate problem solving and decision making with teams and stakeholders.
o Oversee compliance to project related controls.
o Develop and administer key performance metrics for the Bank’s project portfolio.
o Collaborate with Bank Technology risk management, Internal Audit and Enterprise Risk Management on project risk.
• Resource Management
o Collaborate with Bank Technology management to optimize resource utilization across the project portfolio and the assignment of resources to specific project initiatives.
o Collaborate with Bank Technology management in the business case development process.
o Manage the framework and execution of the resource estimation process for business cases.
• Software Development Lifecyle
o Oversee and manage the Bank’s Software Development Lifecycle (SDLC) process. Recommend changes, maintain and streamline all SDLC documentation.
o Foster an environment of continuous improvement with the project managers and other Bank Technology leadership.
o Collaborate with the project managers and other Bank Technology leadership on project templates used, recommend and implement improvements.
Specific Responsibilities
• Direct management of a team of (currently) four project managers.
• Produce reports on overall project portfolio health to various stakeholders.
• Report on project resource utilization across all of Bank Technology.
• Coordinate the resource estimation process for both business cases and ongoing projects.
• Manage the Bank’s Solutions Development Lifecycle (SDLC) processes, make recommendations for and implement process improvements.
• Occasionally manage special projects and initiatives as needed.
Qualifications
• Bachelor’s degree in business, project management or related field. MBA or advanced degree preferred.
• 7+ years of project management experience with at least 3 years of portfolio management or similar staff management and leadership role in a cross-functional business and/or technology environment.
• Proven track record of managing and overseeing complex projects and leading high performance teams.
• PMP or PgMP or similar project management certifications are highly desirable.
• Strong financial acumen with experience managing complex budgets and financial forecasting.
• Strong proficiency in project management, PPM and resource management tools (e.g. MS Project, Azure DevOps, and Workday) and other Microsoft Office applications.
• Ability to manage multiple priorities, oversee a diverse portfolio of projects ranging from business to technology-based initiatives, and drive change.
