This position is eligible for telework to applicants who reside in Minnesota or a bordering county along the Minnesota state line. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.

The Evaluation Specialist is a hybrid role that combines quality assurance and program evaluation of Minnesota's publicly funded long-term care Home and Community-Based Services (HCBS) waiver programs serving older adults and individuals with disabilities. The incumbent is responsible for executing comprehensive statewide quality assurance reviews and multi-source program evaluations. The incumbent interprets and analyzes complex state and federal legislative policies, regulations, and compliance requirements related HCBS waiver programs, translating this information into quality assurance metric s to assess the compliance of Lead Agencies (County, Tribal Nation, and Managed Care Organizations). Additionally, the incumbent plans, designs, and executes comprehensive evaluations using a mixed-method approach to assess Lead Agency performance on key measures and outcomes in the administration of HCBS waiver programs. These efforts work to promote an equitable and sustainable long-term care system and continuously improve the administration of HCBS waiver programs across the state.
Key Responsibilities:
+ Plan, design, and develop quality assurance and evaluation methods to determine Lead Agency compliance with state and federal requirements and ensure continuous improvement in HCBS program administration at both the state and local levels
+ Guide the development of data collection and reporting instruments , including database development and management
+ Execute comprehensive statewide quality assurance reviews and multi-source program evaluations
Minimum Qualifications
2 years professional experience planning, designing, and developing quality assurance and evaluation methods. Experience must include the following:
+ Federal and state policies, regulations, and laws impacting the budgets/costs and administration of HCBS programs including Medical Assistance, home health care programs, HCBS waivers, and other self-directed services and supports
+ MMIS, MAXIS, MN-ITS, SSIS, MnCHOICES, and other data systems used by DHS, lead agencies, or service providers in the administration of HCBS programs
+ Continuous improvement methods, principles, and techniques
Bachelor’s Degree in Public Policy, Human Services, Public Health or related field may substitute for 1 year of experience OR Master’s degree in Public Policy, Human Services, Public Health or related field may substitute for 2 years of experience
Preferred Qualifications
+ Proficiency in computers/technology including collaborative platforms such as SharePoint, Webex, Microsoft Teams, and Microsoft applications: Word, Excel, Outlook, PowerPoint, and Access
+ Experience in dashboard development using tools such as Microsoft Power BI or Tableau
+ Ability to perform quantitative and qualitative analysis sufficient to evaluate program results
+ Variety of experiences working effectively with others from different backgrounds and/or cultures
