Summary Statement
The Department of Organizational Effectiveness, a brand-new addition to the City of Boise, is dedicated to driving excellence and fostering innovation. It focuses on strategic planning, project management, change management, data analytics, and process improvement to cultivate a high-performance organizational culture.
Organizational Change Manager d rives excellence by overseeing change management strategies and initiatives across the organization. This role provides expert guidance and direct support for high-priority initiatives requiring effective change management. Leads a Change Management Center of Excellence (CoE), fostering adaptability and resilience by equipping staff with the necessary tools, training, and frameworks for successful change implementation. The position ensures goal alignment and serves as a central coordination point for all change management activities. This position is performed under general direction.
Essential Functions
+ Manages the work of professional, technical and/or other staff; determines organizational structure, staffing needs, and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organization goals and objectives.
+ Strategic Leadership and Project Execution: Develops and executes comprehensive change management strategies for high-priority organizational initiatives. Serves as a key advisor to organizational leadership and champions change management practices, trends and potential challenges. Navigates the organization through complex, changing environments and engages staff to seek creative solutions to drive change. Monitors, evaluates and reports on the effectiveness of change management activities and their impact on organizational goals.
+ Center of Excellence Management: Designs and delivers change management training programs for staff at various levels to build organizational capacity. Develops and implements standards, tools and templates to standardize change management practices across the organization. Facilitates a community or practice for staff involved in change management, fostering collaboration and knowledge sharing.
+ Consultation and Technical Assistance: Consults with leadership and project teams to integrate change management methodologies into organizational initiatives and ensures alignment with strategic objectives. Provides direct support and coaching to senior leaders and managers to increase their effectiveness as change leaders.
+ Collaboration and Stakeholder Engagement: Builds strong relationships with leaders and staff across departments to align efforts, foster trust, create customer satisfaction and influence positive outcomes. Communicates complex ideas and recommendations clearly and persuasively to diverse audiences, including executive leadership and city council members.

Requirements
Required Knowledge, Experience, And Training
Bachelor's degree in organizational development, public administration, business administration, psychology or a related field and five years of experience in change management, organizational development, or a related discipline, or an equivalent combination of education and/or experience.
Experience leading change management initiatives for large-scale projects or programs.
Knowledge of:
+ organizational change management principles, methodologies and tools
+ contractual relationships with external vendors
+ computer usage including related software.
Ability to:
+ implement change management frameworks in a complex organization
+ develop and implement strategic initiatives that deliver results
+ collaborate and partner authentically and strategically across functions to build trust, solve complex business problems and influence and engage stakeholders at all levels of the organization
+ communicate effectively to diverse audiences, including executives, managers, supervisors, front-line staff and external partners
+ deliver effective training and presentations
+ coach, mentor and develop others
+ manage a Center of Excellence
+ apply creative problem-solving skills to overcome challenges and seize opportunities for improvement
+ contribute to a continuous improvement culture within the department
+ communicate effectively in the English language at a level necessary for efficient job performance
+ perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Master’s degree in a related field and ten years of experience in change management, organizational development, or a related discipline.
Prosci® Train-the-Trainer Certification and/or Prosci® Change Management Practitioner
Formal certification and experience in Lean Six Sigma
Experience establishing or leading a Change Management Center of Excellence.
Familiarity with public sector operations or local government functions.
Licensing And Other Requirements
Valid state-issued driver's license.
