This position is devoted to providing enforcement of the NC State Plumbing Code, City of Durham Code of Ordinance for Cross Connection Control (CCC), and General Statues. This is accomplished by performing field inspections; review and approval of backflow application submittals; review and approval of building plans; traveling to job sites, interacting with homeowners; maintaining documentation; and monitoring active projects. An incumbent serves as a CCC Inspectors and assist the CCC Administrator in administering the CCC Program. Duties and responsibility include but not limited to conducting backflow preventer inspections of commercial, industrial, institutional and residential facilities; tests City-owned backflow preventers; locks and unlocks irrigation meters; works with customers to bring facilities into compliance with appropriate ordinances, codes or other regulations; updates records in CCC software; and monitors active projects. Travel to job sites is required.
Duties/Responsibilities
+ Position devoted to providing enforcement of codes and regulations, review and approval Building permits and inspections.
+ Conducting backflow preventer inspections of commercial, industrial, institutional and residential facilities
+ Enter & Maintain inspection status in online inspections and permit portal
+ Issuance of Notice of Violations and Water Termination letters
+ Investigate residential and non-residential customers for non-complaint backflows or unprotected cross connections
+ Lock & Unlock water meters based on compliance
+ Resolve inaccuracies from field visits (MUNIS, Meter numbers, Backflows, locations, etc.)
+ Position shall also assist in certification and re-certification training programs by providing instruction and proctoring students in wetlab
+ Provides cross connection database support by maintaining and updating records
Minimum Qualifications & Experience
+ Associate’s degree, or equivalent
+ Three years of related plan review & inspections experience
+ NC Plumbing Standard Level III Certification within 2 year of hire
+ Certified Backflow Preventers Testers Certification within 6 months of hire
+ Sworn Official of the City-County within 6 months of hire
+ AWWA Cross Connection Operator Responsible in Charge (ORC) certification within 1 year of hire
+ Position requires 6 Hours of Continuing Education Units (CEU’s) each year
+ A valid North Carolina Class C Driver’s license with a satisfactory driving record within 60 days of hire.
