Job Description:
Responsible for the negotiation of resource-related contracts, the implementation of policies and programs related to the expansion and diversification of Tri-State’s resource portfolio. This role will coordinate various projects within the Energy Management function, including the development of processes and contractual support to implement the deployment of new generation resources, including consideration of transmission rights, generation fleet economics, market effects, regulatory requirements and long-term structured power sales and purchases. The role will also support programs developed in support of key member initiatives such as those related to load growth and self-supply.

Senior Originator
Hiring Salary Range: $131,000-$169,000
Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.
Responsibilities:
+ Develop and negotiate economically favorable terms and conditions for the optimal and reliable operation of existing resources and deployment of new resources including consideration of physical transmission rights, generation fleet economics, market effects and regulatory requirements.
+ Manage projects involving the evaluation of changing economic and regulatory conditions on the Tri-State generation fleet, including resource retirements and acquisitions and negotiation of changes to existing agreements.
+ Support initiatives related to Tri-State’s commitment to reliability, affordability, responsibility and flexibility. This includes structuring new agreements and terms in support of new programs, as well the administration of existing Board and FERC-approved tariffs.
+ Negotiate, develop new, and administer existing, long term power purchases and sales contracts, and transmission and ancillary service contracts.
+ Support Electric Resource Plan efforts through the analysis of resources and contributing to the competitive resource solicitation efforts related to bid evaluation.
+ Work closely with Member Systems in the implementation of generation projects, load retention and new load acquisition efforts. Provide support in the analysis of Tri-State rates and policies on Member Systems and their customers.
+ Work closely with Member Systems on power supply matters that are consistent with Tri-State’s wholesale contract and related policies.
+ Support Tri-State Board of Directors policy development and revisions related to the functions above.
+ Manage and support FERC and other regulatory filings related to the power supply transactions and policy and rate analysis described above.
+ Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.
+ Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.
OTHER DUTIES AND RESPONSIBILITIES
+ Coordinate the integrated efforts of multiple groups within and external to Energy Resources and Energy Markets, to complete projects that optimize market and Tri-State generation fleet operations, tariff terms, and power purchase and sale contractual terms, and economic opportunities for Tri-State and its Member Systems.
+ Perform other related duties as assigned.
Qualifications:
Education and Training
+ Bachelor’s degree in business, economics, engineering or related field or equivalent experience.
Knowledge, Skills, and Ability:
+ Knowledge of generation technologies, including renewable and energy storage technologies, wholesale power markets, utility operations, and market design.
+ Knowledge of commercial practices for bulk power transactions, settlements and scheduling.
+ Understanding of board policy, utility rate structures, risk management procedures, public policy and regulatory requirements as they relate to long-term transactions and resource decisions.
+ Ability to schedule, coordinate and manage the efforts of internal and external staff making contributions to the overall effort.
+ Ability to successfully negotiate complex and financially significant contracts involving power resources.
+ Ability to read, interpret and analyze power-related contracts to assess benefits and risks. Attention to detail in understanding contractual provisions and verifying the mathematical accuracy of commercial terms involving performance-related calculations.
+ Ability to draft contractual language to propose and capture agreed-upon commercial terms.
+ Ability to analyze complex regulatory, financial and technical information and to develop related solutions.
+ Ability to interact successfully with executive staff members at Tri-State, Member Systems, and counterparties.
+ Extensive knowledge of regional markets and transmission systems, including the effects of organized markets on resource optimization as well as on power purchases and sales.
Experience:
+ 8 years of relevant experience involving electric power utility systems and organized market operations, power and gas trading, and supporting and/or developing structured transactions with counterparties.
+ Experience with power purchase agreement negotiation and/or administration, contract drafting, and project management.
+ Experience with developing tools that help to evaluate commercial viability and profitability of transactions.
