Job Description
ICF is currently seeking an On-Call Regulatory Compliance Field Lead in Phoenix, Arizona. The On-Call Regulatory Compliance Field Lead will be responsible for a range of regulatory environmental compliance duties, including overall regulatory compliance for construction of large renewable projects, onsite field review and assessments of construction activities as they relate to compliance, coordinating schedules and activities with construction foreman and assisting project compliance reports such as documentation of non-compliances and corrective actions. The role includes representing ICF as the Bureau of Land Management third-party compliance inspector during the geotechnical activity phase of a large-scale photo-voltaic solar energy generating facility.
About On-Call Employment with ICF
Given the seasonal or project-specific nature of our environmental work, ICF often hires environmental professionals as “On-Call” employees. On-Call employees are scheduled for work hours as they become available (while we usually schedule work hours a few weeks ahead of time, last minute scheduling may also occur), and each on-call employee is free to accept or refuse the hours assigned to them in a given week. On-Call employees may work concurrent projects outside of their ICF assignment (as long as their outside work does not create a conflict of interest with the work they do for ICF).
Basic Qualifications
+ BS/BA in biology, ecology, geology, environmental science, or a related discipline
+ Minimum of 5 years of demonstrated experience conducting and overseeing construction compliance monitoring
+ Must have valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
Additional Skills
+ Experience working with the Bureau of Land Management preferred but not required.
+ Experience writing compliance reports and non-compliances
+ Experience reviewing construction design drawings and variance requests
+ Demonstrated ability to interface with construction foreman/crew leads, other construction compliance monitors, and regulatory agencies relative to a wide range of regulatory compliance requirements
+ Demonstrated ability to work in a team environment and in remote locations
+ Experience with National Environmental Policy Act mitigation measures, and BLM right-of-way terms and conditions.
+ Excellent verbal, interpersonal and written communication skills
+ Strong analytical, problem-solving and decision-making capabilities, including ability to identify existing or potential problems and recommend solutions
+ The ability to work in a desert environment
+ Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

**Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$60,637.00 - $103,083.00
