    The Motor Vehicle Administration (MVA) is seeking a talented individual who shares the division's commitment to providing continuous professional development of a large and diverse workforce for the Office of Human Resources and Organizational Development (OHROD).

     

    The Deputy Director, Employee Relations and Development of the Office of Human Resources and Organizational Development (OHROD) is an executive service position that manages the day-to-day operations and functions of the Employee Relations and Organizational Development units. This role involves staff supervision, policy development, implementation, and programmatic oversight of these units and staff for MDOT MVA. This role ensures compliance and alignment with federal, state, and local employment laws, procedural directives in support of MDOT’s mission. This role contributes to the overall strategic direction of the office and exemplifies professionalism, leadership, customer focus, collaboration, and confidentiality. The Deputy Director provides direct management for promoting and delivering superior customer service to all internal customers and stakeholders. MDOT MVA employs approximately 1600 employees at over 35 branches and other service delivery locations, in addition to Headquarters located in Glen Burnie, Maryland, and 3 facility locations.

    Responsibilities include the following:

    + Act on behalf of the HROD Director when absent or needed

    + Assist the Director with reviews and development of departmental policies and programs

    + Plan, implement, and evaluate initiatives that will meet and address MVA's organizational needs

    + Provide expert advice to managers on highly sensitive or complex issues

    + Provide coaching and development to the OHROD unit staff

    + Perform the essential functions as a unit manager within OHROD if the unit manager is absent

    + Represent MVA at MDOT-wide initiatives, committees, workgroups, or improvement efforts as requested

    + Maintain communication and collaboration with the Office of the Attorney General and the Office of Civil Rights and Fair Practices according to policy and procedural standards

    + Ensure compliance with all disciplinary actions for the OHROD division

    + Review background check summaries and make hiring or denial determinations of MVA candidates

    + Review and approve staff leave requests

    The ideal candidate will possess:

    + Ability to make effective decisions quickly, using strong decision-making skills

    + Strong interpersonal presentation and communication skills

    + Great organizational and time management skills

    + Desire to lead and develop a team of HR and OD professionals

    Qualifications

    Preferred Qualifications

    Education: A bachelor's degree from an accredited college or university.

     

    Experience: Five (5) years of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation. Two (2) years must have been in staff supervision and/or management of HR processes in labor relations, union negotiations, and employee training and development.

    Notes:

    1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

    2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

    3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

     

    Licenses & Certifications

     

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
