    CeLeen, an operating firm of Command Holdings, is currently seeking a Program Manager to serve on a potential contract supporting the Department of State’s Foreign Affairs Security Training Center (FASTC).

    Specific responsibilities include but are not limited to:

    + Overseeing and ensuring delivery of all performance under the contract and subordinate task orders.

    + Serving as focal point for all Contractor functions that pertain to performance under the contract and subordinate task orders.

    + Interacting on a daily/weekly basis with the CO, COR, and GTMs to ensure performance across all contract tasks.

    + Supervising, overseeing, and directing ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the contract and task orders.

    + Advising and assisting with the full technical scope of the contract.

    + Accomplishing human resource objectives by overseeing and ensuring effective recruiting, selecting, orienting, developing, counseling, and disciplining employees.

    + Planning, establishing, and reviewing compensation actions, enforcing policies and procedures.

    + Ensuring timely and accurate reporting, provisioning qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract sow and subordinate task order requirements.

    + Ensuring all aspects of planning, scheduling, organizing, managing, and assessing performance of all personnel under this contract.

    + Ensuring professional development training as required for personnel.

    + Overseeing on-time delivery of requirements, invoicing, and other fiscal management functions.

    + Reviewing, assessing, managing, and correcting any behavior by Contractor personnel that would reflect poorly on the Department of State.

     

    This position is contingent on contract award.

    Work Environment:

    + Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

    + Ability to sit at a computer terminal for an extended period of time.

    Physical Demands:

    + While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

    + Employee is often required to sit and use their hands and fingers to operate a computer.

    + Ability to drive a motor vehicle in environments including city, highway, and rural roads CONUS and OCONUS.

    Travel:

    + 0-10% / Minimal Travel: offsites, meetings, training, a conference.

    Requirements

    Basic Qualifications

    + Bachelor's Degree in business, management, or a security related field.

    + Current, active Top Secret Clearance.

    + Minimum of fifteen (15) years of experience managing large government programs, including contracts in excess of $30M annually and a workforce of 250 or more.

    + Minimum of five (5) years of experience as a PM as a Contractor responsible for meeting contract requirements.

    + Experience with DoS policies and procedures.

    + Experience with the function, policies, and procedures associated with security operations of us embassies and consulates abroad.

    + Experience as an instructor or manager of adult education programs for security professionals.

    + Excellent oral and written communication skills, including ability to communicate solutions effectively to both technical and non-technical audiences.

    + Ability to function effectively in challenging situations.

    + Demonstrated proficiency in using all Microsoft Office applications.

    + Professional proficiency in English is required.

    + Applicants must be currently authorized to work in the United States on a full-time basis. CeLeen will not sponsor applicants for work visas for this position.

    Preferred Qualifications

    + Master's Degree.

    + Minimum of 30 years of professional experience.
