CeLeen, an operating firm of Command Holdings, is currently seeking a Deputy Program Manager to serve on a potential contract supporting the Department of State’s Foreign Affairs Security Training Center (FASTC).
Specific responsibilities include but are not limited to:
+ Assisting with the delivery of all performance under the contract and subordinate task orders.
+ Interacting on a daily/weekly basis with the CO, COR, and GTMs to ensure performance across all contract tasks.
+ Assisting with supervising, overseeing, and directing ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the contract and task orders.
+ Advising and assisting with the full technical scope of the contract.
+ Accomplishing human resource objectives by assisting the oversight of effective recruiting, selecting, orienting, developing, counseling, and disciplining employees.
+ Assisting with timely and accurate reporting, provisioning qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract sow and subordinate task order requirements.
+ Assisting with all aspects of planning, scheduling, organizing, managing, and assessing performance of all personnel under this contract.
+ Assisting with the tracking of professional development training as required for personnel.
+ Assisting with the on-time delivery of requirements, invoicing, and other fiscal management functions.
This position is contingent on contract award.
Work Environment:
+ Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
+ Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
+ While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
+ Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:
+ 0-10%/ Minimal Travel expected: offsites, meetings, training, a conference.

Requirements
Basic Qualifications
+ Bachelor's Degree.
+ Current, active Secret Clearance with the ability to obtain Top Secret.
+ Recent (5 years or less) relevant experience working with FASTC.
+ Must have at least 10 years of professional experience.
+ Must have at least 3 years of experience supporting government programs/contracts.
+ At least one-year prior experience as a DPM or as a management analyst supporting a government program/contract.
+ Demonstrated experience coordinating HR and/or recruiting needs.
+ Demonstrated experience in planning, evaluating, analyzing, and implementing government contract requirements.
+ Demonstrated excellent organizational and coordination skills.
+ Excellent Microsoft Word, Excel, and SharePoint skills.
+ Ability to function effectively in complex situations with multiple stakeholders.
+ Professional proficiency in English is required.

Preferred Qualifications
+ Master's Degree.
+ Current, active Top Secret Clearance.
