    Job Description:

    This position is in the Division of Blind Services, District 2 Tallahassee Office. The District Administrator is responsible for managing, overseeing, and directing district staff while demonstrating accountability and support towards the goals of agency leadership and communicating the same to other employees. The incumbent will be expected to model, demonstrate and guide other employees in the use of the principals of flexibility, adaptability and approachability – while adhering to applicable laws, rules, policies and procedures.

    Duties & Responsibilities:

    (Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

    The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

    + Communicates with, motivates, provides or coordinates training and directs the work of subordinates.

    + Completes timely performance appraisals, develop timely and accurate work plans and timely approve monthly attendance and leave for each subordinate.

    + Makes hiring recommendations as well as disciplinary recommendations.

    + Utilizes effective counseling and coaching strategies in accordance with agency personnel policies and procedures to ensure acceptable job performance of subordinates.

    + Keeps the Program Administrator of Client Services and the Personnel Administrator advised of personnel issues that may require corrective action.

    + Meets at least quarterly with each subordinate to discuss job performance to ensure each employee is fully aware of their level of performance as it relates to established performance standards.

    + Provides services unique and specialized to blind adults and children throughout the vision rehabilitation process including advocacy, referral and resource development; counseling and guidance and all other aspects of Independent Living (IL) and Children’s (CP) and Vocational Rehabilitation (VR) services.

    + Provides overall administration, management and direction in the district office and ensures that the district adheres to all state and federal laws, policies and procedures.

    + Responsible for direct supervision of the Assistant District Administrator and administrative/clerical staff.

    + Responsible for the oversight of all district office staff.

    + Responsible for meeting or exceeding program goals for the district.

    + Facilitates and/or participates in communication between Community Rehabilitation Partners (CRPs) and Division of Blind Services (DBS) Contracts Unit regarding invoices and supportive documentation about client service provision.

    + Provides supportive documentation including, but not limited to, Invoice Review Checklist, Facility On-Site Observation and Program On-Site Observation as outlined in DBS/CRP contracts (Independent Living – Older Blind (IL-OB), Independent Living Adult Program (IL-AP), Blind Babies/Early Intervention (BB/EI), Vocational Rehabilitation (VR) and Vocational Rehabilitation Transition Program (VR-TS)). Additional supportive documentation is to be conducted during on-site reviews in conjunction with contract managers from the state office.

    + Communicates client service provisions through monthly meetings between DBS and CRPs for each contracted program, to address concerns of progress or lack of client progress during training.

    + Coordinates field staff employment and outreach activities.

    + Collaborates statewide outreach to employers and community partners such as Career Source.

    + Implements a tailored employment model for the district.

    + Supports statewide employment efforts and follows-up as needed.

    Minimum Qualifications:

    + A bachelor’s degree from an accredited college or university in a field of study reasonably related to vocational rehabilitation, to indicate a level of competency and skill demonstrating basic preparation in a field of study such as vocational rehabilitation counseling ;or

    + Four years of professional and relevant experience in a public vocational rehabilitation program.Preference will be given to those with a bachelor’s degree.

    Preferred Qualifications:

    Preference will be given to candidates with:

    + A bachelor’s or master’s degree from an accredited college or university.

    + Three (3) to five (5) years’ experience in a public vocational rehabilitation program.

    + Prior experience working as a manager or supervisor (who has had direct oversight and management of employees and subordinates).

    + An ability to establish and maintain education and experience requirements to ensure an understanding of the evolving labor force and the needs of individuals with disabilities.

    + Knowledge of the Workforce Innovation and Opportunity Act (WIOA).

    + Knowledge of pre-employment transition services.

    + A Certified Rehabilitation Counselor (CRC) designation; or who is eligible to become a Certified Rehabilitation Counselor (CRC).

    + A Certified Community Work Incentives Counselor (CWIC) designation.

    Leave Information: (SES)

    + + Annual Leave- Employees in Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.

    + Sick Leave– Selected Exempt Service positions are credited with 104 hours of sick leave upon appointment. In subsequent years the annual allotment is credited on the anniversary date of the initial appointment.

    Background Screening Requirement:
