    JOB SUMMARY

    The Director of Learning Solutions & Operations is a strategic and results-oriented leader responsible for the operational excellence and effective delivery of learning and development programs across the Highmark Health enterprise. This role leads a global team of Learning Consultants, Instructional Designers, and LMS Administrators, to design, develop, and implement innovative learning solutions that drive business outcomes. The Director partners closely with Senior Executives, TEL’s, and Talent CoE to ensure learning initiatives are aligned with overall organizational needs and human capital strategies. This role requires a forward-thinking leader with a strong understanding of current learning methodologies, emerging technologies, and the ability to lead and inspire a global team in a dynamic environment.

    ESSENTIAL RESPONSIBILITIES

    + Team Leadership & Development: Lead a global team of Learning Consultants, Instructional Designers, and LMS Administrators. Provide coaching, mentoring, and development opportunities to team members to enhance their skills and performance. Foster a culture of collaboration, innovation, and continuous improvement within the team. Effectively manage team workloads and ensure resources are allocated appropriately to meet business demands.

    + Operational Excellence: Oversee the design, development, and delivery of a wide range of learning programs, including e-learning modules, blended learning solutions, and microlearning initiatives. Ensure the quality and effectiveness of learning materials, leveraging instructional design principles and adult learning theory. Manage the Learning Management System (LMS) and ensure its effective utilization for content delivery, tracking, and reporting. Establish and maintain standard operating procedures for learning development and delivery processes. Continuously evaluate and improve learning programs based on performance metrics, feedback, and evolving workforce needs.

    + Technology Integration & Innovation: Lead the evaluation and implementation of new learning technologies to enhance learning experience and improve efficiency, by staying abreast of emerging learning technologies and trends. Champion the use of data and analytics to measure the effectiveness of learning programs and identify areas for improvement. Drive innovation in learning design and delivery, experimenting with new approaches and technologies.

    + Performance Metrics & Reporting: Define and track key performance indicators (KPIs) to measure the effectiveness of learning programs, developing operational metrics. Develop and maintain dashboards and reports to communicate learning metrics to stakeholders. Use data to identify trends, insights, and opportunities to improve learning outcomes. Report on the ROI of learning investments and demonstrate the value of learning and development to the business.

    + Strategic Leadership & Alignment: Translate business needs into actionable learning solutions, ensuring alignment with the broader human capital strategy. Provide expertise in learning trends, best practices, and innovative technologies, including the integration of Artificial Intelligence (AI) into learning programs. Develop and maintain a clear vision for the Learning and Development Operations function, communicating it effectively to the team and stakeholders.

    + Budget Management:Develop and manage the Learning and Development Operations budget, ensuring resources are allocated effectively and efficiently. Identify opportunities to optimize learning investments and improve ROI through “build or buy” methods and owning vendor relationships.

    + Stakeholder & Change Management: Communicate effectively with stakeholders at all levels of the organization. Act as a trusted advisor on learning and development matters. Develop and implement change management plans to ensure successful adoption of new learning programs and technologies. Address resistance to change and provide support to employees during transitions.

    EXPERIENCE

    Required

    + 8 years of progressive experience in learning and development, with at least 5 years in a leadership role with a track record of developing team members.

    + 8 years of experience with Strong understanding of instructional design principles, adult learning theory, and learning technologies.

    + 8 years of experience with Learning Management Systems (LMS) and other learning platforms.

    + 5 years of experience in Management or leadership role

    + 5 years of experience in Demonstrated ability to develop and implement learning strategies that align with business goals.

    + 5 years of experience in managing budgets and tracking performance metrics.

    + 4 years of proven experience building and leading a global L&D delivery model.

    + 2 years of experience in integrating AI into learning solutions.

     

    ​

    + 3 years of experience in the health insurance and healthcare industry a plus.

    EDUCATION

    Required

    + High School/GED

    + Bachelor's degree in a related field (e.g., Human Resources, Education, Instructional Design).
