Position Description
Serco is excited to continue our support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment
Our Program Analyst located in Crystal City, Arlington, VA, provides program analysis supportto theF-35 Air Vehicle (AV) Mission Systems (MS)Program Management Office (PMO) in acquiring, supporting, and improving the F-35 AV MS aspects of the F-35 program.
OurProgram Analyst performs critical program management, technical, or business analysis of the F-35 AV MS program and provides recommendations to ensure program success. Provides program analysis for all aspects of the program. Participates as a member of AV MS Staff, providing executive level support on organizational level processes, products, and metrics. Our Program Analyst collects, collates, triages, completes, organizes, and interprets administrative, technical, and financial information/data. Tracks program/project status and schedules on a variety of reporting products and taskers. Our Program Analyst applies policies and procedures in the development, implementation, and execution of organization functions and processes. Provides executive level support to the SML, Deputy Divisions Chiefs, and Staff.
You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
In this role, you will:
+ Apply DOD acquisition processes and procedures in accordance with DOD 5000 series and related policy documents.
+ Conduct research, review, and analysis of acquisition, technical, financial, and management documents.
+ Cultivate relationships and maintain communication channels with representatives of OSD, Services, and other contractors.
+ Develop and coordinate responses to internal and external requests for information regarding the F-35 Program.
+ Develop and coordinate briefing material for Senior Executive Leadership engagements for JPO, OSD, and Services.
+ Develop and coordinate F-35 AV MS PMO standard business processes and correspondence for the processing of acquisition related tasks and RFIs
+ Think critically and determine the appropriate contracting language to add in SOW and SOO.
+ Support independent government cost estimates.
+ Manage and track the contracting planning including influencing the prioritization of contracting timelines. Provide support to execute the contracting actions including up to contract award and post-contract award via CPAR management, tracking, and reporting
+ Coordinate cross-functionally to manage tasks / actions required to maintain schedule of program activities.
+ Create critical path capable integrated master schedules.
+ Support acquisition and procurement planning.
+ Support contract planning, solicitation, and award.
+ Perform schedule analysis leading to generation of periodic health and performance metrics and reporting which culminates in the creation of independent forecast of program completion dates.
+ Advise and provide recommended strategic approach on matters pertaining to AV MS procurement, fielding, and support.
+ Assess and determine technical requirements that have impacts to the program.
+ Facilitates Integrated Program Team (IPT) meetings. Creates IPT meeting agendas, meeting minutes, and manages the action item register.
+ Assist program senior leadership team and respective technical leads in project management (balancing scope/quality, schedule, and budget) requiring the services of multiple disciplines from project initiation phase through financial closeout.
+ Interpret customer needs and developing them into actionable requirements; developing, managing, and balancing project plans, budgets, and high-level project schedules derived from detailed project schedules utilizing specialized scheduling software.
+ Coordinate and facilitate decisions by managing multiple stakeholders; and applying procurement knowledge and experience to negotiate/manage contracts supporting assigned projects.
+ Assess the value and organizational impact of projects, ensuring the target benefits are measurable and related to business goals.
+ Develop detailed project management plans, tasks, schedules, and identifies milestone dates ensuring proper sequencing of events, work efforts, and resources needed to accomplish objectives. Responsible for briefing project status and progress at recurring scheduled management reviews.
+ Coordinate with senior managers and technical staff ensuring compliance with regulatory policies, communication, and software standards and with user requirements. Identifies and coordinates with stakeholders and private industry.
+ Prepare / assist Contracting Officer and/or the COR in preparation of statements of work, solicitation documents, preparation, and issuance of modifications for assigned projects. Reviews project designs; coordinates development of design and specification packages for purposes of bid and determines completion times and prepares/reviews overall cost estimates. Participates in selection process, negotiations and supports post-contract award activities.
+ Provide financial support in areas such as budget formulation, financial execution, and fiscal policy interpretation for major programs.
+ Assist in the preparation and review of major budget justification materials, such as the POM, OSD, and BES, and President’s Budget prior to submission to the program manager, resource sponsor and component.

Qualifications
To be successful in this role, you will have:
+ Ability to obtain an interim DoD Secret clearance within 30 days and ability to maintain an Active DoD Secret clearance.
+ The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager.
+ Master’s Degree in Business Management or related discipline.
+ Or a Bachelor’s degree plus 4 years of program analysis and planning experience (14 years total).
+ Experience in program management, technical or business analysis discipline, in weapon systems acquisition and life cycle management.
+ A minimum of six (6) years out of ten (10) recent work experience related to analysis and planning.
+ At least three (3) years in support of a Major Defense Acquisition Program (MDAP).
+ Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment ofsystems, subsystems, and equipment.
+ Knowledge of the FAR for the development of contracts and contract modifications required for the acquisition of logistics supportability products.
+ Demonstrated experience in the program/project status, schedules, and DoD reporting.
+ Demonstrated knowledge of Service and OSD policy and documentation related to PPBE, life- cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
+ Up to 10% Travel.

In compliance with state and local laws regarding pay transparency, the salary range for this role is $119,574.56
to $199,290.94; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
