    Position Summary: Performs all functions related to hiring qualified candidates. Contribute to talent acquisition strategy by managing the full-cycle recruitment process: job posting, sourcing, interviewing, reference checks, offer negotiation, onboarding, and retention. Work collaboratively with hiring teams throughout the organization, providing guidance to hiring managers on recruiting strategies, industry trends, and market data. Ensures all recruiting practices are in compliance with applicable federal and state regulations pertaining to employment practices, immigration, and agency policies, as well as industry requirements.

    Essential Accountabilities:

    + Enhances professional growth and development through participating in educational programs, keeping abreast of current HR trends and compliance, presenting in-service meetings and training, and workshops.

    + Must be able to: utilize effective interviewing techniques to analyze applicants' qualifications in relation to job requirements and determine a suitable match'; project a positive and professional image on behalf of the Agency; effectively deal with a diverse employee population and maintain confidentiality.

    + Build and maintain a network of potential candidates through pro-active market research, sourcing, and on-going relationship management.

    + Interview candidates within the framework of the position specification. Possess strong ability to phone screen, interview, and prepare an ideal candidate within an appropriate and consistent timeline.

    + Evaluates viable candidates based on the interview, results of the assessment(s), reference checks, review of background materials (e.g., previous work experience, school transcripts, licenses/certifications, criminal records).

    + Provides candidates with information on compensation, benefits, policies, and procedures in order to ensure the candidate is well-informed and to promote a positive agency image. Refers acceptable candidates to the next level of interview.

    + Makes hiring recommendations, as requested. Extends and may negotiate offers of employment to selected candidates. Generates offer letters documenting employment conditions, establishes training schedules, etc.

    + Establish strong partnerships with management teams to quickly assess program needs, determine recruitment needs, and launch a thorough hiring strategy. Ensures hiring managers are informed of their orientation responsibilities.

    + Review personnel files for accuracy and completeness. Ensures compliance with record-keeping procedures and policies (Federal, State, and Agency).

    + Provide applicant information to Recruitment Assistant once a candidate has accepted the job offer to initiate the on-boarding process.

    + Process internal transfer requests, forward confirmation letters, and necessary documents to the appropriate Hiring Manager.

    + Prepares for and conducts job/career fairs, college recruiting, and other related outreach activities to promote, inform, and attract qualified potential applicants.

    + Communicates with and maintains relationships with search firms, third-party recruiting agencies, and other appropriate resources for recruiting qualified applicants.

    + Maintains and utilizes the Applicant Tracking System (ATS) to track open positions, search status, credentialing, and reference checking documentation. Update information in ATS at all times, and keep candidates informed of their status. Generates reports, as requested.

    + Prepare individual monthly reports on time to fill, quantity of interviews, recruitment sources, average time to fill vacancies, etc.

    + Achieves hiring goals including metrics for vacancy rate, hiring rate, time-to-fill rate, source of hire, and other specific accountabilities.

    + Other duties as assigned.Additional Responsibilities

    + Ability to learn and understand union contracts WellLife Network Personnel Policies and procedure manuals, and other policies as requested.

    Qualifications

    Associate degree preferred in Human Resources or another related field, and 1+ year recruiting/staffing experience in a health care or social services environment, or an equivalent combination, required. Working knowledge of EEO and ADA legislation, as well as other legal aspects of interviewing and hiring. Must possess excellent interpersonal, communication (verbal and written), and organizational skills; and be proficient in Microsoft Office.
