    Duties Description This position is located within the Bureau of Actuarial, Division of Retirement Services and is responsible for:• Data Analytics Program Design, Implementation, and Developmento Initiate and build relationships across a diverse set of stakeholders.o Guide data driven decision making across the organization.o Judge new data sources and analytical tools. o Design data for analysis.o Investigate patterns and trends in data.o Design dashboards based on customer use cases.o Train others to use dashboards.o Effectively communicate results to non-technical audience.o Recommend appropriate solutions and software tools to fit the customer use case.• Supervision of Data Analytics staffo Supervise subordinate staff and interns as appropriate.o Create subordinate assignments, set priorities, and prepare realistic time estimates.o Assist staff in addressing technical and functional issues.o Review subordinate’s deliverables to ensure data analytics best practice is met.o Participate in developing and preparing employee Performance Evaluation assessments and provide performance feedback at frequent intervals.o Develop, organize, and schedule training activities for subordinate staff.• Coordination with Data Analytics Staff o Receive training from the Data Analytics Team and train others.o Collaborate at staff meetings and in communities of practice.o Assist staff in addressing technical and functional issues.o Develop best practices and create procedures for business processes.• Tableau Administration Supporto Manage Tableau project permissions. o Publish Tableau dashboards to public server.o Troubleshoot and resolve Tableau issues as reported by users.o Research new and existing Tableau features.• Data Analytics within the Business Unito Develop, maintain, and support data-related processes.o Scrutinize data for anomalies and propose corrective measures.o Research new data sources and analytical tools and recommend superior methods.o Support customer ad-hoc requests.

     

    Minimum Qualifications One (1) year of permanent service as a Data Analyst 1.ORA bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field*; AND three (3) years of experience in data visualization, and statistical models and data mining tools.*Substitution:A master’s degree in the above fields may substitute for one (1) year of the specialized experience. A Ph.D. in the above fields may substitute for two (2) years of the specialized experience.

     

    Additional Comments Knowledge, skills, and abilities: • Ability to present data with formatting suitable for non-technical users.• Ability to develop solutions where customer needs are not precisely defined.• Expertise in visualization tools such as Tableau or OBIEE.• Expertise with data querying languages (such as SQL) and programming languages (such as PL\SQL, R, or Python).• Strong verbal and written communication skills.• Managerial experience.• Desire to improve processes.Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
