    Duties Description The Metropolitan Area Regional Office (MARO) Assistant Regional Director for Hospital and Diagnostics & Treatment Centers manages all functions as directed by the Regional Director in collaboration with the director and deputy director of the Division of Hospitals and Diagnostic & Treatment Centers and is responsible for the following:Develop and implement regional program policies, procedures and guidelines. Supervises program staff:•provide staff training on new policies and procedures, regulations and program initiatives, identify training needs and arranges for provision of training. •work with supervisors//managers to ensure compliance with federal and state training requirements.•provide information to the director that helps the director to ensure program performance meets expectations and follows appropriate steps needed to improve employee performance and retain staff. Lead staff in drafting goals and objectives and oversees internal controls including but not limited to conducting periodic evaluations of program activities and prepares reports for regional and central office program directors including workload analysis.Prepare for and responds to emergencies and public health outbreaks •work cooperatively with other state and local agencies in the development and implementation of disaster preparedness plans.•oversee strike monitoring activities at affected facilities to ensure patient care is maintained in accordance with regulations. Briefs out to central office and leadership on strike monitoring activities.•identify staff to work cooperatively with public health staff to investigate disease outbreaks in health care facilities and provide information to the regional director.•in cases of facility evacuations, acts as an additional coordinator with facility administrator to ensure that evacuation plans are implemented safely and assist facility administrators in identifying appropriate alternative placements for effected patients/residents.•serve as the MARO administrator on duty and ensure assignment of weekend hospital program coverage to handle off hour and weekend emergencies on a rotating basis.Represent NYSDOH with outside organizations:•makes presentations to health care providers, trade associations, local government and other groups to educate them on department policies and practices and state and federal regulatory requirements.•represents the Governor and the Commissioner as needed.•engages in direct communication with members of the press, the public, elected officials and high-ranking officials in state, local and federal service.•develops and maintains effective relationships with health care providers, other state agencies and the Centers for Medicare and Medicaid Services (CMS).Engage in periodic travel to participate in, observes and/or supervise on-site surveys or to attend meetings, or respond to emergencies as needed.Performs other duties as needed.

     

    Minimum Qualifications Bachelor’s degree and six years of administrative or professional experience providing regulatory compliance and/or quality assurance activities in a health care delivery system, participating in the development of state or federal regulations that govern the provision of healthcare, supervision of staff who provide health related services at an agency or in a facility regulated by a government agency, or evaluating the quality of care provided to individuals to ensure that professional standards are met, and services comply with government regulations. One of the six years needs to include managerial responsibilities.Substitutions: A J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.Preferred Qualifications: Clinical and/or surveillance experience, knowledge of State and federal regulations applicable to Hospitals and/or Diagnostic &Treatment Centers, and familiarity with New York State facility licensure and surveillance activities and the New York State Certificate of Need (CON) process. Demonstrated political acumen and sound judgement. Ability to prioritize multiple issues, take initiative, establish relationships, and gain a high-level understanding of the breadth of operations quickly. Exceptional oral and written communication skills, and ability to distill complex concepts quickly, clearly and concisely. Solutions-oriented outlook, flexibility, creativity, intellectual curiosity, collaborative approach and comfort working in a fast-paced environment. Experience tracking, coordinating and crafting responses to external stakeholders. Use data analytics and performance measurement to monitor key operations and monitor program success. Experience using Microsoft Office products such as Access, Word and Excel and familiarity with the federal ASPEN software and the Department’s health facility licensure databases (NYSECON and HFIS).
