    Summary

    The Metro-North Railroad (MNR) Business Unit in MTA C&D- Delivery seeks a Senior Program Director to lead the planning and coordination of transportation and force account support to Capital Projects. This position will develop a holistic and efficient approach to all MNR C&D capital projects to prioritize resources and outage usage, ultimately optimizing value to Metro North Railroad and the MTA. This position serves as the single point of contact between MNR BU, MNR Transportation and Maintenance of Way (MOW)- Force Account representatives to ascertain adequate support.

    Responsibilities

    A ssist in the preparation and management of the Project Management Plan .

    D evelop the design , including the drawings and specifications required for advertisement .

     

    Assist the PCEO in obtaining all permits and approvals .

     

    Conduct the constructability review and develop the project cost estimate. The Senior Director is responsible for planning, monitoring, and evaluating operating agency force account resources for the Metro-North Business capital projects, estimated at $3.5B in the 2020-2024 Capital Program, and future capital programs.

     

    Establishing procedures for review, tracking, analysis and troubleshooting capital support resources.

     

    Coordinating all C&D MNR BU Capital projects outages in conjunction with maintenance work on the Metro-North right-of-way with the relevant departments such as Transportation, Operating Capital and M O W.

     

    Monitoring flagging and force account assignments and availability needed to fulfil contractual and safety obligations to bolster work site safety and efficiency.

     

    Attending project coordination meetings is needed to familiarize with project support and constructability needs.

     

    Reviewing construction and staging plans with respect to the railroad operating envelope. Attending all track outage planning meetings including Monthly Infrastructure, weekly track outage, annual track usage and emergency meetings with MNR and MTA executives.

     

    Preparing capital project monthly force account projections and attending force account resource planning meetings.

     

    Spearheading identification and development of force account and flagging resource efficiencies to maximize availability, productivity and optimize resource efficiency. Indices to be developed to compare approved vs. available flagging and F/A support.

     

    Education and Experience

     

    Bachelor’s degree in Engineering, Architecture, Transportation, Urban Planning, Business Administration, Public Policy, Construction or Project Management, Finance/Economics or a related field. Demonstrated related experience may be considered in lieu of a degree.

     

    Minimum ten (12) years of related experience.

     

    Must have a minimum of six (6) years managerial experience in Transportation, Construction, Program Management, Infrastructure, Finance, Planning or a related field with a large multi-faceted organization.

    Competencies:

    F amiliarity with the MTA’s operating agencies and their construction support resources and MTA’s policies and procedures.

     

    Knowledge of construction resource management and experience with resource planning and prioritization.

     

    Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

     

    Must possess excellent team building , listening, problem-solving, and prioritization skills.

     

    Demonstrated ability to communicate effectively with key internal and/or external stakeholders, including MNR operating department, contractors, and outside agencies.

     

    Qualification as conductor, locomotive engineer, rail traffic controller or yardmaster (or equivalent from another railroad) with a minimum of 2 years of experience is preferrable.

     

    Qualification of Metro-North Operating Manual is necessary along with strong knowledge of CFR 214/Roadway Worker Protection. Must be able to obtain these qualifications within 6 months of hire.

     

    Demonstrated proficiency in spreadsheet, databases , and presentation applications, such as Microsoft Office Suite, i.e., Word, Excel, Access, Power BI, PowerPoint, and Outlook.

     

    Demonstrated knowledge and understanding of Critical Path Method (CPM) scheduling principles and basic proficiency in scheduling applications such as MS Project or Primavera P6.

     

    A valid driver license.

     

    This is a safety sensitive position subject to FRA regulations, including pre-employment and continuous random toxicology testing.
