    The Division of Administration/Office of State Lands has a vacancy. This job title has an assigned pay grade of TS-320.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS:

    Possession of a current Louisiana license to practice professional land surveying plus one of the following:

    Three years of licensed land surveying experience; OR

     

    Seven years of professional land surveying experience.

    NOTE:

    Surveying experience gained while licensed as a professional land surveyor will be accepted as licensed land surveying experience.

     

    Surveying experience gained after earning a bachelor’s degree and 30 semester hours in land surveying, mapping, and real property courses and prior to earning a Professional Land Surveyor license (e.g., as a Surveyor Intern or equivalent) will be accepted as professional level surveying experience.

     

    Job Specification

    FUNCTION OF WORK:

    To provide managerial oversight for a statewide professional surveying program.

    LEVEL OF WORK:

    Administrator.

    SUPERVISION RECEIVED:

    Broad direction from a Surveyor Administrator or higher-level Engineer. Alternative reporting relationships may be approved by SCS.

    SUPERVISION EXERCISED:

    Direct over Surveyor Supervisors and other survey personnel. Alternative reporting relationships may be approved by SCS.

    LOCATION OF WORK:

    May be used by any state agency.

    JOB DISTINCTIONS:

    Differs from Surveyor Supervisor by the presence of managerial responsibility.

     

    Differs from Surveyor Administrator--DOTD by the absence of responsibility for the overall direction/management of the entire section.

     

    Job Duties and Other Information

     

    The incumbent in this position manages the Location & Survey Program of the Louisiana State Land Office. The Surveyor Manager serves as the boundary consultant to the Commissioner of Administration and other State Agencies in matters relating to boundary determinations boundary disputes pertaining to State owned lands and water bottoms. Pursuant to the statutory responsibility of the Commissioner of Administration to make boundary determinations and settlements (La. R.S. 41:1131, et seq.), the Surveyor Manager obtains the necessary field survey data to determine legal title boundaries of State owned lands and prepares, signs and stamps with certified seal plats of survey of State owned lands and State issued leases and permits on State lands and water bottoms. The incumbent acts as boundary consultant and State Land Office land surveying representative to the Office of the Attorney General, State Mineral & Energy Board, Department of Wildlife and Fisheries and other agencies involved with State owned lands and water bottoms, as well as to other Sections in the Office of State Lands. This position is responsible for providing surveying support and expertise to the Division of Administration and other State agencies.

     

    The incumbent in this position is responsible for Statewide land survey management initiatives including the surveying of State lands and water bottoms, surveying of State issued leases and permits on State lands and water bottoms, and the management of boundary disputes relative to State owned lands and water bottoms. The incumbent oversees the performance of the Field Survey units, the performance of survey work, the preparation of boundary surveys, geographic information system (GIS) data collection and GIS data entry, GIS projects including map production from GIS data, spatial analysis of combined spatial overlays, computer database maintenance, and surveying and support functions required for GIS work in the furtherance of these initiatives. The incumbent coordinates the activities of the GIS Program and the Field Survey units of the State Land Office in the pursuit of maintenance of the GIS Program’s GIS databases of various types of State properties and contract areas, the location and survey of same, and the administration of the State Land Office’s timber program, State land and water bottom management and leasing program, State Lands and Buildings inventory program, adjudicated lands inventory program, and surplus property sales program. The incumbent must have special knowledge of Louisiana geography and Louisiana property boundary law, especially Louisiana laws relative to riparian ownership, riparian boundaries and navigability, and their consequences on property boundaries, as the incumbent researches the laws, policies and jurisprudence of the State of Louisiana, as well as the records of the State Land Office, records of parish Clerk of Court offices, records of the office of the Federal Bureau of Land Management, United States Geological Survey records, and other historical and public records, as well as numerous expert reports held or obtained by the State Land Office, for the purpose of investigating and resolving boundary issues relating to State owned land and water bottoms, and advising the various State agencies and entities mentioned hereinabove relative thereto. The incumbent is occasionally called upon to testify as a fact witness and an expert witness in depositions and trial appearances on behalf of the State in active litigation, and is sometimes called to testify before the State Legislature.

     

    This position reports directly to the Public Lands Administrator. This position requires an incumbent with a high level of research, organization, management and communication skills as the incumbent will provide on-going consultation and technical assistance to professional and support staff on programmatic and legal issues relative to State boundary claims and land management. Incumbent must work with a high degree of independence and with minimal supervision and will establish program goals, develop organizational plans and formulate advisory opinions with limited input from higher level management.

     

    25% Researches and studies laws, jurisprudence, and legal treatises related to legal property boundaries of land and water bottoms in Louisiana; researches former and current State Land Office positions taken on matters related to State and Federal property boundaries of different categories of lands and water bottoms in Louisiana; studies the United States Bureau of Land Management’s most current Surveying Manual, and researches historical General Land Office records, such as original government township surveys and associated field notes, surveyor’s general instructions, special instructions, contracts, and ancient correspondence, Federal severance records, as well as State severance records, historical State Engineer’s reports, United States Geological Survey topographic quadrangles, aerial photography, contemporary expert reports and other information held or obtained by the State Land Office for the purpose of evaluating and interpreting those records and instructions, and making determinations of State property boundaries, resolving State boundary matters and maintaining the State Land Office’s GIS database accordingly.

     

    25% Manages, plans and coordinates the activities of multiple field crews consisting of Professional Land Surveyors and Land Technicians engaged in land surveying and other field work in the pursuit of land management, timber management, campsite, house boat and commercial lease management, surplus property surveys and sales, and navigability studies; this work includes performing property boundary surveys in accordance with Louisiana law as well as locating and re-tracing Section and Township lines and monuments, and re-establishing lost or obliterated Section and Township lines and monuments, in accordance with the United States Bureau of Land Management Surveying Manual and Louisiana law.

     

    25% Serves as boundary consultant and State Land Office land surveying representative regarding boundary issues related to State owned or claimed land or water bottoms for the Division of Administration, the Louisiana Attorney General’s Office, the Office of Mineral Resources, the Department of Wildlife and Fisheries, the Coastal Protection and Restoration Authority, the Office of Culture, Recreation and Tourism and other State agencies, providing advice, preparing written reports and making detailed presentations at agency meetings when necessary relative to mineral leasing activities, oyster leasing activities, public vs. private access, rights of way, recreational and commercial surface leases, U.S. Army Corps of Engineers permit applications, Coastal Use Permit applications, applications to reclaim property lost to erosion, etc.

     

    10% Performs miscellaneous duties related to the management of the Location & Survey Program, including hiring and training of employees, employee evaluation, establishing work priorities, assignment of special projects, review and approval of work, approving employee payroll and expense accounts, approving vehicle expense and maintenance logs, Emergency Management Program duties, presentations to university engineering students, etc.

     

    10% Assists other State Land Office Programs (the Land & Water Bottom Management Program, the Historical Records & Public Lands Inventory Program and the Land & Water Bottom Management Program) with matters related to boundaries, such as providing technical review of permit applications and boundary agreements, occasionally performing, reviewing and certifying with signature and professional seal plats of survey of State owned properties and applying to regulatory authorities for legal subdivision, reconciling discrepancies between the State Land Office’s State Owned Lands and Buildings System (SLABS) database and other State agencies’ real estate ownership inventories, and providing other technical surveying expertise and support where needed.

     

    3% Testifies as a fact and/or expert witness and a representative of the State Land Office in depositions and trial appearances during the course of active litigation involving boundary disputes pertaining various types of properties, including natural navigable waterbodies.

     

    2% Performs other duties as deemed necessary.
