Position: Budget Analyst
Purpose: The Budget Analyst is responsible for researching, compiling, and analyzing data for the development and management of department and building budgets. The analyst assists senior leadership in monitoring and controlling expenditures to ensure they align with appropriations. This position plays a key role in assisting with account receivable, other business functions and improving the efficiency of budget-related activities.
Reports to: Director of Finance
Compensation/Pay Range*:$50,000 (negotiable based on experience)

Schedule*: Full-time, 12-month
Essential Functions:
+ Continually review and develop criteria for budget preparation.
+ Assist in the preparation of the school budget through data entry in conjunction with the Director of Finance.
+ Research and compile data related to operating expenditures for inclusion in the annual budget.
+ Assist the department head in ensuring that expenditures remain within appropriations.
+ Perform analysis of department activities to improve efficiency and reporting capabilities.
+ Review revenue estimates and operating requests.
+ Identify and reconcile negative budget balances.
+ Track and report spending on grants, including special aid funds.
+ Collaborate with senior staff in financial planning and analysis to maintain smooth operations.
+ Develop and maintain budget documentation, ensuring compliance with all financial regulations and standards.
+ Track operating revenue and expenses for the school lunch program.
+ Prepare and report on the yearly budget, utilizing data analytics for long-range planning.
+ Assist with budget transfers and respond to additional funding requests as needed.
+ Maintain and reconcile accounts receivable.
+ Enter cash receipts and ensure proper reconciliation.
+ Serve as a back-up for processing bank deposits.
+ Add and reconcile MySchoolBucks transactions.
+ Manage tuition billing for Health Services, PPNR, Foster Care, and Charter Schools.
+ Prepare and collect IDEA contracts as needed.
+ Prepare final cost reports for grants.
+ Maintain and reconcile fixed assets.
+ Ensure accurate Medicaid salary and benefits reporting.
Additional Duties:Perform other tasks as assigned by the Director of Finance.

Knowledge, Skills and Abilities:
+ Strong knowledge of business administration and financial management.
+ Knowledge of budget preparation, accounting practices, and office administration.
+ Proficiency in Microsoft Office products and Educational Financial Systems.
+ Knowledge of state and federal financial reporting requirements.
+ Ability to organize and evaluate the work of others.
+ Excellent communication skills to present financial data clearly to stakeholders.
+ Ability to apply laws, policies, and regulations governing school district finances.
+ Strong analytical and problem-solving skills, with the ability to recommend improvements in business processes.
+ Ability to engage with diverse staff, students, and families in a positive and inclusive manner.
Qualifications Profile:
Certification/License, Education & Experience:
+ Graduation from high school or possession of an equivalency diploma plus EITHER:
+ (A) Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Business Administration, Public Administration, Economics, Finance or a closely related field; OR,
+ (B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in one of the fields mentioned in (A) above plus one (1) year paid full -time or its part-time equivalent professional experience in budget preparation, budget analysis, financial planning, or financial analysis for a public or private agency; OR,
+ (C) Graduation from a regionally accredited or New York State registered college or university with an Associate's degree in one of the fields mentioned in (A) above, plus three (3) years paid full-time or its part-time equivalent experience as described in (B) above; OR,
+ (D) An equivalent combination of education and experience as defined by the limits of (A), (B), and above.
Demands, Hazards:Works in standard office and school building environments.
Equipment:Uses standard office equipment such as personal computers, printer, copy and fax machines, and telephone.
Travel:Travels to school district buildings and professional meetings as required.
