    How your work would contribute to our organization and the Twin Cities region:

    The Engineering and Facilities Department is filling two (2) positions as either a Business Systems Analyst 2 (BSA2) or Business Systems Analyst 3 (BSA3).The Engineering and Facilities Department is responsible for the planning, design, construction, and maintenance of transit facilities, such as bus and rail stations, bus shelters, park & rides, transit centers, bus garages, rail maintenance facilities, and administrative buildings. The BSA2 or BSA3 will work within a new Business Systems team for the Engineering and Facilities Department, providing support for department software, technology, data, analytics, and document/content management.

     

    One position is expected to focus primarily on business systems supporting implementation of the agency’s Zero Emission Bus Transition Plan includingelectric bus technologies and sustainability initiatives. You'll oversee performance reporting, analyze data, create visualizations and tools for business partners, and manage and implement new software including piloting charge management solutions for electric bus infrastructure.     The other position is expected to focus primarily on business systems requiredto operate and maintain a growing system of facilities and implement cleaning & repair standards. You’ll develop BI reports to support annual performance metrics and work closely with the Facilities Maintenance division to improve business processes through reporting and information systems used in maintenance operations.

     

    The range of BSA responsibilities and tasks include (but are not limited to): work closely with end users to plan, design, maintain and launch efficient business financial and operations computer systems that support core organizational functions and business processes. Examples of business and operations computer systems include: Charge Management Software (The Mobility House, Viriciti), EnergyCap (utility billing reporting software), Transit Stop Facilities Application, TxBase, Enterprise Asset Management System, iDash, HASTUS, etc.

     

    This posting will create a six-month eligible list for current and future openings.

     

    What you would do in this job

    Business Systems Analyst 2:

    + Acts as a technical liaison between department end-users, technical analysts, information technology analysts and vendors in analyzing, designing, configuring, testing, integrating, and maintaining systems to ensure optimal system performance

    + Performs configuration and modifications in the development server and testing in the test and production servers

    + Tracks and documents changes for functional and business specifications; writes procedures for record and use in training

    + Provides technical assistance on system use; troubleshoots and responds to operational problems and end user request for assistance

    + Develop data and reporting of performance measures to support business needs

    + Develops BI reporting tools to support department business needs

    + Works with data management systems scheduling jobs, automating SQL scripts, automating processes and tasks, and coordinating changes with database systems

    + Keeps informed of new technologies and continues to find new ways to integrate innovations and best practices

    + Communicates proposed solutions and implementation details of system components to appropriate parties

    + Analyzes business processes and procedures to recommend best practices for improving business processes through the use of information systems

    + Assists with preparation of proposals, RFP process, evaluation and contractor/consultant vendor selection and management

    + Reads and keeps up to date on business functional areas to understand system requirements

    + May provide work direction on a limited basis

    + Performs other related duties

    Business Systems Analyst 3:

    The BSA 3 position is inclusive of all the job duties above but also engenders a broader understanding of business systems available and employed, greater project management responsibilities, a greater degree of independent judgment exercised, further autonomy and responsibility to perform more complex modifications and configurations within the business systems, and independent extensions and transformations of systems’ data and capabilities that facilitate decision-making and improve business processes. BSA 3 incumbents have a significant role in system and platform selection, analysis, problem identification, and recommendation/presentation of solutions and enhancements to upper management. BSA 3 positions lead organization-wide teams on system implementation projects and serve as a champion for business process improvements.

     

    What education and experience are required for this job (minimum qualifications)

    Business Systems Analyst 2, Non-Rep, Grade G:

    Any of the following combinations of progressively responsible experience in management analysis and business systems administration, or related experience in a Business Analyst capacity and closely related experience AND completed education in Management Information Systems (MIS), Computer Science, Finance, Business Administration, Data Science, Mathematics, Planning, or closely related field.

     

    + High school diploma/GED with seven (7) years of experience

    + Associate's degree with five (5) years of experiences

    + Bachelor’s degree or higher with three (3) years of experience

    + Master's degree with one (1) year of experience

    Business Systems Analyst 3, Non-Rep, Grade H:

    Any of the following combinations of progressively responsible experience in management analysis and business systems administration, or related experience in a Business Analyst capacity or closely related experienceAND completed education in Management Information Systems (MIS), Computer Science, Finance, Business Administration, Data Science, Mathematics, Planning, or closely related field. A minimum of one (1) year of experience must include performing configurations and modifications within specific business systems or extracting, transforming, and deploying system data to facilitate operational decision-making and business process improvement.

     

    + High school diploma/GED with eight (8 ) years of experience

    + Associate's degree with six (6) years of experiences

    + Bachelor’s degree or higher with four (4) years of experience

    What additional skills and experience would be helpful in this job (desired qualifications):

    + Experience working and collaborating in diverse, multicultural, and inclusive environments

    + Proficiency in SQL programming

    + Experience with application development (C#, .net, PowerApps, etc.)

    + Experience with BI tools (PowerBI, Tableau, R Shiny, etc.)

    + Experience with GIS tools (ArcGIS Pro, ArcGIS Portal, etc)

    + Knowledge of effective processes, methods, and techniques to analyze and evaluate business operations

    + Knowledge of effective project management principles

    + Experience in leading and facilitating meetings with complex and detailed materials

    + Skilled at an advanced level in word processing, complex spreadsheets, graphics presentations and database management required (Word, Excel, Access and Power Point)

    + Interest in and enthusiasm for public transit

    What knowledge, skills, and abilities you should have within the first six months on the job:

    + Knowledge of the transit operations, facility maintenance, sustainability, electric vehicles and charging, and/or deployment of new technologies.

    + Knowledge of utility rate and/or financial modeling, energy modeling, charge management software, or other data analysis related to environmental sustainability

    + Knowledge of interdepartmental and council wide processes, procedures and requirements with regard to administrative functions such as budgeting, financing and procurement.
