About you and this role- What you will do in this role
As the Environmental Delivery Manager, you will be responsible for supporting the Plaquemine site to ensure all potential emissions are properly authorized with favorable conditions/limits (via excellent applications and negotiations with environmental agencies), assist plants in understanding what they need to do to ensure and demonstrate compliance, and facilitate environmental agency investigations.
Responsibilities- Duties, projects, tasks, and activities you would be responsible for in this role
+ Partner with businesses to review proposed project changes to evaluate permitting needs and provide optimal solutions to ensure project timelines are met and emission increases are minimized
+ Lead air approval projects through the preparation of permit (NSR, NNSR, PSD, PBR, Standard, Title V permit notifications and minor and significant revisions) applications [ask probing questions to ensure completeness, perform emission calculations, complete application forms] and agency negotiations to ensure optimal permit conditions that provide competitive advantage
+ Partner with plant personnel in the implementation of air approvals into plant operating discipline by providing interpretation guidance and inspiring open communication and leveraging between plants
+ Applying technical and organizational skills to drive the team to continuous improvement
+ Streamlines EH&S work processes by developing/updating operating discipline and associated tools. Calculate netting of key emissions (NOx, VOC, etc.)
+ Provide technical input and/or lead efforts to evaluate Industrial Park impact to permits for integrated sites
+ Lead agency information requests to ensure accurate, timely responses
+ Lead Dow personnel in inspections/investigations (both on-site and office/“records review”) by local, state, or federal agencies in a mutually respective environment
+ Function as site focal point to support and lead preparation and submittal of routine compliance reports to agencies (ex: Title V, MACT)
+ Evaluate potential impact of proposed regulations on site plants and facilities; provide constructive comments to agencies for flexibility that is protective of the environment
+ Pursue excellence in operating discipline to ensure consistency among regional air permit managers
+ Partner with consultants to perform impacts and other modeling
Job information and working conditions:
+ Work schedule is optional 9/80 or conventional 5 - 8's
+ Work is primarily in office, with occasional visits to plants
+ Submit accurate air permit application and conduct associated negotiations to ensure timely receipt of air permit with optimal conditions for construction of a new or modified facility
+ Prepare accurate air permit renewal applications ensuring less than optimal conditions are addressed and calculations are consistent with air emissions reporting
+ Calculate economics of projects versus environmental impact (BACT analysis)
+ Lead ad-hoc team to quickly resolve compliance issues by utilizing the power of diversity
+ Facilitate compliance with air permit by partnering with plant and EH&S personnel to understand permit requirements and incorporate those requirements into the plant’s operating discipline in order to ensure on-going compliance and facilitate agency investigations
+ Work with plants to resolve Title V deviations through permit changes
Qualifications- Required education, experience and abilities that are needed for this role (must haves)
+ A minimum of a Bachelor's degree in a Science or Technical related field
+ A minimum 2 years involvement in air permitting (application development and negotiating conditions/limits)

+ A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

+ A degree discipline in Chemical or Environmental Engineering
+ 5 or more years of relevant experience
+ Experience in chemical/petrochemical plant operations
+ Experience in Louisiana Air Permitting
Skills- Specific abilities and expertise required to perform tasks effectively in this role (must haves)
+ Air Permitting Expertise:The ability to develop and negotiate air permit applications (NSR, NNSR, PSD, PBR, Standard, Title V) and ensure optimal conditions for competitive advantage.
+ Technical and Computational Skills:Strong logical thinking and computational skills are necessary to perform emission calculations and evaluate the environmental impact of projects.
+ Project Management:The capability to handle multiple tasks simultaneously, prioritize effectively, and ensure project timelines are met while minimizing emission increases.
+ Regulatory Compliance:Knowledge of environmental regulations and the ability to facilitate compliance by partnering with plant and EH&S personnel, as well as leading agency inspections and investigations.
+ Communication Skills:Strong written and oral communication skills to interact with various levels of management and government agencies, and to lead project meetings and presentations.
+ Team Collaboration:The ability to work constructively in teams, as well as independently, and to inspire open communication and leverage between plants.
+ Continuous Improvement:Applying technical and organizational skills to drive continuous improvement in EH&S work processes and operating discipline.
