    Description of Job

    The Work Unit

    The Colorado Department of Public Health and Environment (CDPHE or department) is dedicated to protecting public health by preventing exposure to various health hazards. The Water Quality Control Division (WQCD or division) oversees the protection of Colorado's rivers, lakes, reservoirs, and groundwater, ensuring clean and safe water for drinking, agriculture, recreation, and aquatic life. The WQCD has four programs that implement the federal Safe Drinking Water Act and Clean Water Act, the Colorado Water Quality Control Act (C.R.S. Title 25, Art. 8), and the powers and duties of the department with respect to water (C.R.S. Title 25, Art. 1.5).

     

    The Clean Water Permitting and Compliance Program consists of two sections: the Permits Section and the Compliance and Enforcement Section.

     

    The Permits Section is responsible for issuing permits and authorizations as designated by the Environmental Protection Agency (EPA), as well as according to state laws and regulations.

     

    The Compliance and Enforcement Section ensures adherence to the division's permits through various means, including conducting inspections, reviewing permit compliance data, and implementing formal enforcement actions. Additionally, this section manages the division's dredge and fill program.

    The Position

    This position manages all aspects of the Clean Water Permitting and Compliance Program including: work plan development; organizational issues; regulation development; stakeholder efforts and communications; work coordination; personnel selection and assignment; media and public communications; and budget creation and oversight. In addition to overseeing day-to-day operations, the program manager coordinates interactions of staff with citizens, regulated entities, diverse groups interested in Colorado’s water quality program and other governmental agencies, including the US Environmental Protection Agency. The position also provides long-range vision, strategic planning and program development for the Clean Water Program. This position also manages the Clean Water Permitting and Compliance Program staff and activities in alignment with the Clean Water Watershed & Engineering Program Manager, Safe Drinking Water Program Manager, Operations Program Manager, Division Director, Environmental Heath and Protection Senior Manager this incudes fidelity to statutory authority and funding authorizations, communications, workload assessment and evaluation, data and reporting of efforts and outcomes, professional and organizational development, and compliance with department policies and procedures.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

     

    There are three ways you can qualify for this position

     

    Ten (10) years professional experience in organizational leadership, grants management, and/or administration of programs. Qualifying experience includes leadership and management in non-profit organizations, government programs, benefit-delivery systems, public health programs, health systems administration, or similar. Experience must include strategic or implementation planning, budget development and management, leadership and development of teams, and advancement of racial and/or health equity. (Substitution)

    OR

    Graduation from an accredited college or university with a bachelor’s degree in public administration, business administration, public health, or closely-related field; AND Six (6) years of professional experience in organizational leadership, grants management, and/or administration of programs. Qualifying experience includes leadership and management in non-profit organizations, government programs, benefit-delivery systems, public health programs, health systems administration, or similar. Experience must include strategic or implementation planning, budget development and management, leadership and development of teams, and advancement of racial and/or health equity. (Minimum qualifications)

    OR

    Graduation from an accredited college or university with a master’s degree in public health, business, public administration, or a closely-related field; AND four (4) years of professional experience in organizational leadership, grants management, and/or administration of programs.     Preferred Qualifications:

    The preferred experience, competencies, and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

    + Experience supervising, coaching, and mentoring of professional staff, including supervision of multi-level managers;

    + Relevant years of State service shall be considered;

    + Leadership experience in a multicultural environment;

    + Experience with budget processes in a state agency

    + Experience using organizational performance monitoring systems, such as the 4 Disciplines of Execution;

    + Experience using data, evidence, and evaluation to plan strategy, objectives, and action plans in group settings;

    + Experience with public speaking

    + Experience with state or federal legislative process

    + Experience using data to monitor impact, strengths, and weaknesses of strategy

    + Experience managing complex operational systems of work, including implementation of policies, procedures, and monitoring;

    + Experience building and maintaining diverse partnerships, establishing collaborative goals, and resolve conflicts;

    + Professional experience navigating high profile, visible, politically charged, and/or controversial situations.

     

    Conditions of Employment

     

    + A pre-employment background check will be conducted as part of the selection process.     + Critical Status: Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.

    + Must be willing and able to independently travel throughout the state 1-2 times per week.
