    The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources. Our agency seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado's oil and gas natural resources.

     

    The Cumulative Impacts & Energy Transition (CI-ET) Unit leads the agency’s efforts to develop and implement clean energy programs, including deep geothermal (GT), that support the state’s transition from fossil fuels to renewables in order to meet Colorado’s goals of 100% renewable grid energy by 2040 and zero greenhouse gas emissions by 2050. The CI-ET Unit also leads the agency’s efforts to avoid, minimize, and mitigate adverse cumulative impacts, including climate impacts, through the development of carbon capture and sequestration (CCS) and other decarbonization and emissions-reduction programs, including reductions in emissions and other impacts caused by oil and gas. The CI-ET Unit also supports local and tribal governments in the development of wind and solar projects. CI-ET’s programs and projects are delivered through a lens of environmental justice and equity, energy reliability and accessibility, and in a manner that protects public health, safety, welfare, the environment, and wildlife resources for both traditional and clean energy development.

    Description of Job

    Position Summary:

    This position will be ECMC’s staff authority on carbon capture and sequestration (CCS) with particular expertise in subsurface and computational modeling, reservoir characterization, plume migration and stability, risk assessment, and monitoring. As an expert in subsurface modeling, this position will also provide ancillary support for ECMC’s deep geothermal (GT) program, ECMC’s underground injection control (UIC) program, and ECMC’s underground natural gas storage (UGS) program as needed.

    Primary duties include but not limited to the following:

    Subsurface Technical Evaluations of Carbon Sequestration Projects :

    Lead the evaluation and oversight of subsurface modeling, risk analysis, wellbore integrity, facility requirements, and impacts associated with carbon sequestration projects proposed by operators . This position requires expertise in geologic reservoir evaluation, computational modeling, and risk mitigation, with additional opportunities to support geothermal and other energy transition initiatives.

     

    + Serve as the staff authority, and lead efforts to evaluate and/or validate subsurface models for CO 2 injection and related efforts in geothermal, including identifying software/hardware needs, developing model review protocols, and establishing data workflows.

    + Establish and manage technical processes related to Area of Review (AoR) determinations, geologic reservoir characterization, and risk assessments for Class VI wells.

    + Review and assess proposed and post-construction wellbore schematics, with additional scrutiny of the specifics for integrity associated with carbon sequestration and geothermal projects.

    + Analyze risk assessments for subsurface operations, identifying potential leakage pathways and mitigation strategies.

    + Validate or recommend Monitoring, Reporting, and Verification (MRV) protocols to track CO2 plume migration and pressure changes.

    + Provide regulatory guidance on drilling, completion, and integrity management of Class VI injection wells.

    + Provide technical support for geothermal and other related projects within the energy transition group, as needed, with a focus on reservoir analysis, computational modeling, subsurface fluid flow, and data management and analysis.

    Program Development Regulatory Design, and Permit Review :

    Act as staff authority for the development and implementation of ECMC’s new permitting and reporting frameworks for the carbon sequestration program.

     

    + Serve as primary permit/project reviewer and technical expert for Class VI permit applications.

    + Develop electronic forms and anticipate necessary modifications to existing forms.

    + Determine what data is necessary to collect and how it should be displayed or accessed by staff and the public.

    + Determine database requirements or modification needs.

    + Develop reporting requirements for carbon sequestration projects beyond permitting and completion details.

    + Support program funding by seeking and administering applicable federal grants.

    + Maintain reporting and collaborate with the EPA to ensure that the program satisfies the Safe Drinking Water Act.

    Industry Monitoring, Interagency Collaboration, and Outreach:

    Integral to developing and implementing a Carbon Capture Storage regulatory program, this position will stay current in industry technologies and practices, share information and collaborate with other state and federal agencies (including CDPHE, DWR, and the EPA), and conduct outreach with the Commission, operators and the regulated community, and other stakeholders.

     

    + Liaise with the Commission, including providing technical updates or answering questions during Commission hearings. and other duties assigned.

    + Attend conferences and stakeholder meetings, and participate in public and community engagement opportunities to inform and educate stakeholders about ECMC’s technical CCS program.

    Preferred Qualifications:

    Qualifications: Although all desirable candidates must demonstrate a broad range of skills, knowledge and experience related to the job, the highly desirable candidate will have experience in any of the following focus areas as they may relate to energy resource operations:

    + Current or former State experience relevant to this position.

    + Direct applicable experience working on a Class VI permit and/or analyzing subsurface data for a Class VI project.

    + Experience in the technical review and QA/QC of subsurfaceenvironmental data.

    + Experience using subsurface modeling software related to 3D visualization, fluid migration, injection optimization and monitoring, reservoir characterization and capacity assessment, or similar; wellbore (geo)steering software is not considered substantively similar.

    + Experience conducting actuarial risk assessment for subsurface or energy-related projects.

    + Conducting scientific research, writing scientific reports, and communicating results to a variety of audiences.

    + Master's degree in Data Science, Computer Science, Geology, Engineering, Hydrogeology, Geochemistry, Environmental Sciences or a closely related field.

    + Strong written and verbal communication skills, leading organizations, projects and stakeholders.

    + Experience in managing large subsurface datasets and interpreting data for geologic characterization .

    + Familiarity with ECMC rules and regulations and regulatory processes.

    Conditions of Employment:

    + Colorado residency is required at the time of application.

    + A current & valid Driver's license is required for operating a state vehicle and occasional travel is anticipated.

    + Must be willing and able to travel with some overnight stays to meet with stakeholders and visit proposed or existing oil and gas locations
