    Description of Job

    This position serves as the Manager of the Learning & Development for Colorado (LDC) team within the Department of Personnel & Administration. LDC is the statewide center of excellence for enterprise learning, training, development, and organizational effectiveness.

     

    This role is responsible for leading, developing, and evolving LDC’s strategy, operations, and services to meet the professional development needs of Colorado’s state workforce. This includes designing and delivering high-impact learning, managing statewide programs such as the HR Academy, supervisor training, and performance management courses, and building internal organizational development (OD) consulting capacity.

     

    The manager must bring a strong background in OD and adult learning and will serve as a subject matter expert in these areas.

     

    This position ensures all services align with the State’s Wildly Important Goals (WIGs), the Governor’s Operational Priorities, and relevant executive orders.

     

    The Manager must be able to build strong partnerships across government, including state agencies, the Governor’s Office, Statewide Equity Office (SEO), Labor Relations, Total Rewards, Risk Management, and Policy & Compliance. This position is also responsible for gaining a comprehensive understanding of Colorado Revised Statutes (CRS), State Personnel Board Rules, and the Partnership Agreement, to ensure LDC authority is exercised effectively and appropriately.

     

    A summary of the duties and responsibilities will include, but are not limited to, the following:

     

    Statewide Learning Strategy & OD Integration

     

    + Develop and lead a statewide learning strategy aligned with the Governor’s priorities, DPA’s strategic plan and priorities, and workforce development goals.

    + Collaborate with DHR and Workforce Solutions teams to ensure alignment with workforce development and planning, organizational priorities and executive orders.

    + Design needs assessment surveys, training evaluation forums, and data analysis methods, implement and maintain data collection processes, and deliver the infrastructure to support statewide training and development for the State's workforce learning and development program by establishing standardized methods and procedures for delivery, measurement, evaluation and reporting.

     

    Program Oversight & Instructional Design

     

    + Oversee the development, delivery, and evaluation of statewide learning programs.

    + Manage flagship programs such as the Supervisor Certificate Program, HR Academy, and performance management training.

    + Maintain a train-the-trainer model and coordinate SME input across agencies.

    + Ensure compliance with C.R.S. § 24-50-122 and Article 24.6 of the Partnership Agreement.

     

    Policy, Governance, and Compliance

     

    + Develop and maintain SOPs, policy guidance, and operational toolkits for LDC delivery.

    + Ensure training programs meet state procurement standards, personnel rules, and legal mandates.

    + Support audit responses and policy inquiries regarding L&D responsibilities.

    + Monitor statewide training requests for trends and possible future course offerings, and prepare reports for training activity for potential agency partnerships and vendor engagement.

     

    Stakeholder Engagement

     

    + Cultivate strategic partnerships for all state entities, the Governor’s Office, and within DHR.

    + Represent LDC in executive-level discussions and statewide working groups.

    + Ensure learning and development aligns with evolving needs of departments and executive leadership.

     

    LMS and Technology Leadership

     

    + Support the effective use of the Learning Experience Platform (LXP), ensure alignment of learning technology with content strategy, and manage the agency network of LMS administrators. Identify opportunities to innovate and improve learning delivery across the enterprise.

    Data, Reporting, and Funding:

    + Collaborate with DPA Finance to support the funding model and ensure fiscal responsibility, including complex budget management as directed by funds allocated by the Joint Budget Committee.

    + Collect programmatic data and other data resources through agency and DPA collaboration.

    + Use quantitative and qualitative data to drive continuous improvement and to support data-driven decision-making processes.

     

    Team Leadership

     

    + Supervise and coach a team of professional trainers and OD practitioners.

    + Model and cultivate an inclusive and high-performing team culture.

    MINIMUM QUALIFICATIONS:

    Experience Only:

    At least nine (9) years of professional experience in instructional design, organizational development, or comparable human resource learning experience including at least three (3) years in a supervisory or formal leadership capacity.

    OR

    Education and Experience:

    A bachelor’s degree from an accredited institution in Workforce Education, Organizational Development, Adult Education, I/O Psychology, Public Administration, or a related field AND five (5) years of professional experience as described above, including at least three (3) years of supervisory experience.

     

    Additional appropriate education will substitute for the required experience on a year-for-year basis.

    The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

    + Demonstrated ability to lead strategic initiatives aligned to executive-level goals.

    + Experience navigating politically complex environments and influencing stakeholders across levels.

    + Familiarity with Colorado state government structure, statute, personnel rules, and the Partnership Agreement.

    + Experience managing enterprise-level learning programs and/or learning technologies (e.g., LMS, LXP).

    + High emotional intelligence, strong conflict resolution skills, and ability to lead teams through change.

    + Exceptional written and verbal communication skills.

    + Previous State of Colorado experience

    Conditions of Employment:

    Comparative Analysis Process
