    Position Summary

    Under limited supervision, design, develop, implement, and maintains and supports all aspects of the communications infrastructure, systems, and services lifecycle at Grant PUD. This role supports a secure, resilient, and cost-effective operation of fiber optic and Internet Protocol (IP) communication systems, including the open access broadband fiber infrastructure and services, voice over IP (VoIP), business wired and wireless networks, mobile data, supervisory control and data (SCADA), synchronous optical network (SONET), multiprotocol label switching (MPLS), etc.

    Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

     

    + Researches the telecommunications needs of the utility, recommends potential solutions, and architects the design and implementation of complex telecommunication systems; solicits bids for project work and equipment, writes bid documents, and ensures the telecommunication services satisfy the needs of the utility; provides engineering support to both the wholesale fiber network and the utility telecommunications network.

    + Work directly with other team members to learn how to diagnose and resolve communications and data issues related to application communication, telemetry and infrastructure. This includes capturing and/or analyzing network traffic with Wireshark and other similar tools.

    + Maintains accurate records within the telecommunications and fiber optic department to facilitate accurate cost allocations and correct budget spending; manages the policies, procedures and documents regarding telecommunication data and voice systems; may be responsible for maintaining records of FCC licenses.

    + Provides on-call support - after hours / weekends as required.

    + Create and maintain comprehensive documentation, including troubleshooting guides, standard operating procedures, and best practices.

    + Perform related duties as required or assigned.

    + May operate a district vehicle.

    + Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan, and Grant PUD/IBEW Local 77 Code of Excellence.  The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.

    + Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

    + Actively participate in all aspects of our safety program, including but not limited to:

    + Following all safety policies and procedures;

    + Alerting supervisors and coworkers to unsafe or hazardous working conditions;

    + Reporting any safety incidents or close calls within 24 hours to your supervisor; and

    + Accepting feedback from supervisors and coworkers regarding your own safety performance.

    Specific Functions: Network Engineer

    + Design, implement, and optimize data network infrastructures, including LAN (Local Area Network), WAN (Wide Area Network), and data center networks.

    + Plan and deploy network devices (routers, switches, firewalls, access points) to ensure robust and scalable connectivity.

    + Configure and manage network devices and protocols such as IP addressing, DNS, DHCP, VLANs, and routing protocols (e.g., OSPF, BGP, EIGRP).

    + Implement network security measures, including access control, VPNs, firewalls, and intrusion detection/prevention systems.

    + Troubleshoot network issues related to performance, connectivity, and configuration, identifying root causes and resolving them promptly.

    + Provide ongoing support to internal teams and end-users for network-related issues and escalate as necessary.

    + Monitor network performance using tools such as SNMP, Wireshark, SolarWinds, or Nagios to ensure optimal performance and reliability.

    + Conduct regular network assessments and implement changes or upgrades to improve efficiency and reduce bottlenecks.

    + Implement and manage network security protocols to protect against data breaches, cyberattacks, and unauthorized access (e.g., firewalls, VPNs, ACLs).

    + Perform regular vulnerability assessments and apply patches or updates to network hardware and software.

    + Maintain accurate network diagrams, configurations, and documentation for network setups, changes, and troubleshooting steps.

    + Provide regular reports on network performance, incident resolutions, and security status to management.

    + Work with IT teams, security teams, and other departments to ensure network integration and alignment with organizational goals.

    + Coordinate with vendors for hardware/software procurement, upgrades, and support.

    + Design and implement disaster recovery strategies to ensure business continuity in the event of network outages or failures.

    + Regularly test backup and recovery plans to ensure minimal disruption during emergencies.

    **Required Qualifications** (Education, Experience, Licenses & Certifications):

    + Bachelor’s Degree in Engineering, Technology or additional 2 years of relevant experience in lieu of degree

    + 6 (six) yeas of progressively responsible experience in network engineering or telecommunications systems design and support or relevant infrastructure experience.

    + A valid driver’s license with no driving restrictions.

    **Preferred Qualifications** (Education, Experience, Licenses & Certifications):

    + Cisco Certified Network Associate (CCNA)

    + CompTIA Network+ Cisco Certified Network Professional (CCNP)

    Other Knowledge, Skills & Abilities

    + Knowledge of common application development patterns, including, but not limited to, Software Engineering best practices for all applicable technology, client-server architecture, service applications, object-oriented, and object-based software design

    + Skill in problem-solving and thinking critically

    + Independently adapting, interpreting, and applying written guidelines, precedents, and standardized work practices to a variety of unprecedented and problematic situations

    + Written and oral interpersonal communication; workflow and time management

    + Utilizing MS office products; specialized software, tools, and applications

    + Will perform work onsite at the locations of the assigned Business Units
