Position Description:
Provide support to the Human Resources Department in the areas of recruiting and onboarding. This position will work directly with the Managing Director and Sr. HR Generalist Talent Acquisition to research, develop, and implement effective recruiting and staffing strategies to attract a highly skilled pool of qualified and capable talent for TTUHSC El Paso.

Major/Essential Functions:
+ Partner with department hiring managers to understand current and future hiring needs and proactively identifying strategic recruiting solutions to meet those needs. Provide guidance on job classification principles, prohibited personnel practices and the development and use of valid selection criteria.
+ Develop, coordinate and execute all phases of the recruiting process for assigned departments to include position description (PD) review, posting, sourcing, screening, background, offer and onboarding.
+ Screen applications assessing applicants’ relevant knowledge, skills and experience and select qualified candidates for interview.
+ Research, develop and implement effective, creative and innovative recruiting and sourcing strategies to attract a highly-skilled pool of qualified and capable talent for TTUHSC El Paso.
+ Collaborate with department hiring managers to ensure understanding of the recruitment process, assist in developing structured interview questionnaires, and provide guidance as they move through the recruiting process.
+ Engage in strategic sourcing to attract, identify and place top talent.
+ Develop and initiate innovative recruitment and sourcing strategies, including use of social media, web searches, referrals and industry-specific sources, to ensure a pipeline of highly qualified talent.
+ Work with department hiring managers to develop recruitment products including job analyses, applicant assessments and job opportunity announcements.
+ Make conditional and final offers to selected candidates and perform a variety of tasks such as processing E-VERIFY, executing I-9’s and ensuring pre-suitability related to the processing of candidates.
+ Provide training on the selection process and other relevant subjects such as how to apply, how to write effective PDs, how to conduct legal interviews, and how to effectively evaluate candidates for final selection.
+ Represent TTUHSC El Paso at job fairs, recruitment events, and other networking opportunities to promote job opportunities and engage with potential candidates.
+ Conduct Verifications of Employment (VOEs) and department-requested candidate Reference Checks in accordance with established policy, practice and process while meeting required deadlines.
+ Keep abreast of industry trends to recommend new tools and methodologies for improving recruitment and candidate assessments.
+ Provide coverage across non-assigned departments as needed/directed.
+ Assist in maintaining compliance standards for HR recordkeeping related to recruiting.
+ Assist with information gathering and reporting as needed (e.g., Published Reporting, referral reports, staffing ad hoc reports, etc.)
+ Serve as backup to HR Front Desk as needed and assigned.
+ Remains current with all licensure, certifications and mandatory compliances and trainings required of this position.
+ Adhere to all policies, procedures and practices (Regents Rules, TTUS, HSECEP OPs, etc.).
+ Personally demonstrate, display and act in accordance with TTUHSC EP's Values (Service, Respect, Accountability,

Required Qualifications:
+ Bachelor's degree in Business Administration, Human Resources or related field from an accredited college or university.
+ Minimum of three (3) years of full life cycle recruiting experience to include: sourcing candidates, screening applications, conducting interviews, coaching and providing feedback to hiring managers and interviewers.
