Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at U.S. Army Intelligence and Security Command (INSCOM), Mission Support Command, ACoS, G-1 Front Office. Responsibilities Serves as the Chief, HR Readiness, Plans, Programs and Policies (RP3) Division, responsible for planning, managing, and integrating the activities of multiple functional staff sections and subordinate commands, their personnel, and operations. Provides oversight, guidance and administrative program direction for a wide variety of technical functional program areas to include resource management, administrative support services, and related clerical and technical support. Renders authoritative advice and guidance to the G1/Deputy G1 concerning interpretation, definition, and application of a multitude of military and civilian HR regulatory guidance, administrative policies, and procedures. Directs administrative and personnel management responsibilities related to the accomplishment of the RP3 mission. Performs the full range of supervisory and managerial functions. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one (1) year of specialized experience equivalent to at least the GG/GS-13 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: utilizing a wide range of human resource management concepts, principles, and practices in order to provide direction to a large organization; authoring, interpreting, and altering new and existing HR policies and guidelines as needed; and performing organizational administration and management of a large organization. Progressively responsible experience is defined as experience working HR plans and operations which includes utilizing the Military Decision-Making Process (MDMP) and producing Operation Orders (OPORDs) to support operational planning at all levels; translating personnel strength data as an element of combat power; utilizing HR doctrine and force structure knowledge to develop plans for HR operations; using evaluative and analytical techniques to identify and supply solutions to difficult problems; and managing postal operations. Applicants should include on their resume evidence that their experience demonstrates: 1. Knowledge of civilian human resource management, resource management, and manpower program management to provide direction to other staff and line officials, commanders, and organization employees. 2. Knowledge of complex administrative financial, administrative human resources, manpower, and management functions. 3. Knowledge of Intelligence Community policies, regulations, and directives as pertains to civilian human resources, training management, manpower management and resource management. 4. Knowledge of HR doctrine and force structure to develop plans for HR operations. 5. Knowledge of and ability to translate personnel strength data as an element of combat power. 6. Knowledge of evaluative and analytical techniques to identify and provide solutions to difficult problems. 7. Ability to communicate both orally and in writing to present briefings and conduct training sessions throughout a Command. 8. Ability to manage postal operations. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. Must be able to obtain and maintain a TS/SCI security clearance. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a General Administration and Management Career Field (51) position. Salary includes applicable locality pay or Local Market Supplement.
