    The Financial Planning Analyst (FPA) provides budget and financial support during biennial budget, capital budget and legislative session including budgets, change items, federal funds summary, grants funding detail, departmental earnings, and fiscal notes development. The position develops and maintains DEED accounting structure and works with program areas to develop and enter budget information into the Statewide Integrated Financial Tool (SWIFT) throughout the fiscal year. The FPA assists with the development of annual operational budgets for assigned program areas and in the generation of financial budget to actual variance reporting and other federal reporting.

     

    The FPA provides high-level technical expertise and oversight to the program areas for credible and consistent financial management for DEED. This expertise includes cost allocations, knowledge of state and federal financial requirements affecting the program areas, and as a resource for uniform guidance on administrative requirements, cost principles, and audit requirements as it relates to DEED. This position also provides financial oversight and information/outcomes about grants/programs, and qualitative/quantitative performance indicators/outcomes.

    Minimum Qualifications

    Three (3) years* of experience in accounting or finance within the last ten (10) years.

     

    *Bachelor's degree in Finance, Accounting, Business Administration, or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

    Applicants that meet the above minimum qualification will be further evaluated on the following:

    + Experience using a large, complex Enterprise Resource Planning (ERP) system such as Oracle, PeopleSoft, IBM, Hyperion, CGI.

    + Experience performing financial planning, budget development, forecasting and/or analysis.

    + Experience in creating, analyzing, and presenting detailed financial reports, to varied audiences.

    + Skills in communication to interact and build partnerships with all levels of agency management, staff, and customers.

    + Experience with Microsoft Office products such as Word and Excel.

    Preferred Qualifications

    + Bachelor's degree or higher in Accounting, Financial Management, Business Administration or other closely related field as determined by the agency.

    + Experience with the State of Minnesota's enterprise systems and tools such as Statewide Integrated Financial Tool (SWIFT), Statewide Employee Management Application (SEMA4), Appropriation Management Application (AMA), Budget Planning and Analysis (BPAS), Capital Budget System (CBS), and/or Fiscal Note Tracking System (FNTS).

    + Experience with Generally Accepted Accounting Principles and Practices (GAAP) for government.

    + Experience interpreting finance related state and federal laws and regulations.

    + Experience indirect cost plans, rate setting, and/or cost allocations/cost sharing.

    + Experience with advanced features of Excel such as pivot tables and formulas/functions such as VLOOKUP.
