The new Office of Program Integrity (OPI) in the Department of Health and Welfare (DHW) is building the inaugural team of three to lead the important work of internally auditing, examining, and evaluating the department’s program adherence to legislative intent. These staff will serve DHW and the people of Idaho by being key players in ensuring our work is credible, responsive, efficient, and effective, and programs operate within regulatory and legislative requirements. OPI functions independently within the department, reporting to the Bureau of Compliance and is dedicated to promoting confidence and accountability in state government. This position is for aPrincipal Compliance Auditorin DowntownBoise.
OPI staff will conduct independent complex evaluations with care and confidentiality that consider a wide range of program work and perspectives. By working collaboratively with programs to strengthen regulatory compliance, evaluate the efficiency of program operations, and guide staff, the OPI team will help achieve department objectives. Successful candidates will demonstrate leadership and possess excellent communication skills and judgment to meet project objectives. Candidates must have the ability to establish and maintain effective working relationships with DHW programs, and other stakeholders.

EXAMPLE OF DUTIES:
+ Lead and administer evaluations, assessments, and studies from inception to final delivery, including developing research questions, methods, and protocols in addition to scoping, planning, and implementing data collection.
+ Apply specialized expertise to conduct rigorous responsive independent research and evaluation of programs. Identify inefficiencies, risk, and make recommendations.
+ Translate and communicate technical findings into actionable insights and at the direction of the Supervisor, collaborate with management, senior and executive leadership and appropriate stakeholders on project progress, upcoming project needs and deliverables, evaluation results, and recommendations.
+ Prepare, research and present results in various formats, including written reports, graphics, tables, and oral presentations.
+ Evaluate programs in the development of appropriate performance measures, standards, and procedures.
+ Assess the reliability and validity of comprehensive data and information provided by programs.
+ Review, interpret and analyze complex information and data, utilizing statistical tools and research methodologies.
+ Collaborate with the division’s Internal Audit unit to determine if there are appropriate internal controls, processes, and policies to deter and detect fraud, waste, abuse, mismanagement, and misconduct.
+ Provide consultation, training, and support to programs on complex and/or high-profile evaluations to prevent compliance issues.
+ Lead projects ranging from single-item requests to longer more in-depth projects and reviews.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. + Experience that demonstrates considerable knowledge of modeling and trend analysis and simulation techniques. Typically gained by completion of at least two semesters of college level statistics in modeling, trend analysis and simulation techniques, AND at least two years of relevant practical experience and training in those areas OR at least three years of relevant practical experience and training in those areas OR Experience or a combination of coursework and experience that represents the knowledge level above.
+ Experience planning, developing, and implementing complex research and statistical projects and presenting the results. Typically gained by at least one year of work experience planning, developing, and implementing complex research and statistical projects, and presenting the results. Experience should include independently identifying or defining the scope of the project; analyzing the problem requiring research and statistical analysis; developing the research project; and implementing and presenting the research results.
+ Experience using and interpreting output of a statistical analysis software package. Typically gained by at least one year of experience using and interpreting statistical output from a statistical analysis software package (e.g. SAS, SPSS, STATA, Number Cruncher, Excel, Minitab, etc.).
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
+ Good knowledge of program evaluation and auditing principles and practices. Typically gained by two or more years’ experience conducting professional program evaluations and audits, assessing programs for quality assurance, and making recommendations.
