    Description

    DEPARTMENT OF TRANSPORTATION

    Superintendent of Transportation Rolling Stock

     

    Under general supervision, plans, organizes, and directs the automotive and allied maintenance activities of the Department of Transportation; responsible for ensuring the continuous, efficient, and economical operation of an extremely large fleet of transit equipment and the operation of repair shops and garages.

     

    Examples of Duties

     

    + Obtains data on the specific nature and scope of maintenance problems, and facilities available to address them.

    + Analyzes data, including performance records and costs, to determine significant figures, points of control and areas of needed improvement.

    + Formulates maintenance policies and practices.

    + Establishes work standards and performance goals.

    + Plans division organization and distribution of staff and equipment to meet departmental needs.

    + Coordinates maintenance activities with the Operations Division.

    + Prepares maintenance budgets.

    + Approves work plans.

    + Issues general orders and regulations relating to methods and procedures.

    + Inspects repair shops and service garages to observe and improve maintenance activities,and evaluate performance of workers and equipment.

    + Reviews training programs, grievance procedures, promotional recommendations, and disciplinary actions.

    + Reviews, tracks and recommends appropriate training and development opportunities for staff.

    + Investigates and evaluates new methods, procedures and equipment to increase efficiency of maintenance operations.

    + Reviews test reports.

    + Makes recommendations on major equipment purchases and reviews plans and specifications for such equipment.

    + Investigates complaints of performance or major breakdowns of equipment.

    Minimum Qualifications

    + Bachelor's degree with specialization in engineering or industrial management. Four years of extensive experience and training in the repair and maintenance of automotive and special purpose vehicles may be substituted for a bachelor's degree.

    + Four years of experience in a responsible management position, preferably in a large scale automotive maintenance activity which has demonstrated an ability to plan, organize and coordinate large scale operations.

    EQUIVALENCY

    + Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

    LICENSING AND CERTIFICATIONS

    + Employees may be required to provide and operate a motor vehicle on a mileage reimbursed basis, Valid State of Michigan Operator License is required.

    DISTINGUISHING CHARACTERISTICS:

    + Work involves frequent site visits to repair shops, service garages and terminals.

    RETIREMENT BENEFITS

    City Employees Retirement System

    As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

     

    • Completion of thirty (30) years of service;

     

    - At age sixty (60) if you have at least ten (10) years of service, or

     

    - At age sixty-five (65) with eight (8) years of service.

     

    • In the event of disability, other eligibility rules apply);

     

    - An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;

     

    • Employees are vested after ten (10) years of service, regardless of age.
