Position classification
Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job
Administers the county Child Support Services (CSS) program and its functional areas of Accounting, Intake, Establishment, Enforcement, Foster Care, and Interstate. Manages employees in the CSS unit and is responsible for the accomplishment of goals and objectives of the CSS program. Provides highly responsible and complex administrative support to the Human Services Deputy Director, Economic Security & Aging Services Division.
Examples of Duties for Success
+ Directs the operation of the entire CSS section.
+ Performs strategic planning with unit supervisors to formulate measurable program goals and outcome measures for subordinate levels in all program areas.
+ Develops policies and procedures for the section. Approves guidelines and procedures developed by subordinate supervisors and assures the integration of such within the section, division, and department.
+ Develops, approves, and evaluates performance standards. Ensures that timeliness and accuracy of work performance meets state and federal mandates.
+ Instructs unit supervisors and section staff on county, state and federal rules and regulations, policies, procedures and program objectives, both orally and in writing.
+ Arranges work operations and organizes the workflow of the section. Directs program operations and implements changes in structure, methods, and procedures as needed to accommodate changes in county, state and federal mandates, rules, and statutes.
+ Promotes and plans staff development and training for the section. Assists in developing and presenting supervisory and staff training.
+ Works closely with the assistant county attorney and district court staff to ensure court cases are processed efficiently and timely.
+ Develops the annual state section plan and CSS county business plan.
+ Assists in the development of cooperative reimbursement agreements and performance criteria for genetic parentage testing, service of process vendors and other service providers.
+ Provides ongoing contract compliance review to ensure performance standards are being met and vendors are in compliance with expenditures and service delivery criteria.
+ Serves on the state CSS committees and participates in strategic planning with the state division of CSS and the county CSS offices.
+ Serves on county and state boards as well as other external committees. Articulates section services, highlights and accomplishments through speaking engagements.
+ Establishes and monitors expenditures of the program. Establishes section procedures to ensure the conformity of any expenditure with federal, state, and departmental guidelines.
+ Conducts ongoing review of the cost effectiveness of program areas to ensure required program compliance and budget allocations.
+ Performs related duties and responsibilities as required.
Qualifications for Success
+ Knowledge in the delivery of child support program functions, including rules, regulations, and laws.
+ Knowledge of the principles and theory of supervision and management, principles of human behavior, and principles of modern casework and case management.
+ Skill in interpreting laws, rules, and regulations. Ability to interpret complex rules and apply them to different situations.
+ Knowledge in writing performance-based contracts. Skills in contract compliance monitoring.
+ Knowledge of management information systems and basic statistics.
+ Ability to communicate clearly and concisely, both orally and in writing.
+ Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

More Qualifications for Success
+ Experience: Six (6) years related experience.
+ Education and Training:Bachelor's degree from an accredited college or university.
+ A Master's Degree may substitute for 2 years of the required experience.
+ In lieu of a degree, a minimum of four (4) additional years of experience may be considered.
+ License or Certificate:None.
+ Background Check:Must pass a criminal background check.
