Senior Strategy Analyst – DAC / Team Lead
Job Description Summary:
The Senior Strategy Analyst – DAC / Team Lead will be part of a dynamic team supporting the Air National Guard strategic planning processes enable a Guard force that is capable and sustainable as a cost-effective element of national security. Serves as Team Lead providing comprehensive technical support across all facets of the Plans, Programs & Requirements Directorate (NGB A5/8) mission. Facilitates strategic planning efforts by supporting the Directors' Advisory Council (DAC), formerly known as the Strategic Planning System-Steering Committee (SPS-SC), through coordination with senior leadership and key stakeholders to ensure effective representation, communication, and alignment of priorities. Conducts in-depth research and develops analytical products addressing complex organizational issues related to the Air National Guard’s (ANG) strategic planning initiatives. Supports initiatives tied to the Air Force Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) process, contributing to informed decision-making and long-term organizational effectiveness. Roles & Responsibilities:
+ Provide to the SPS SC draft SPS documents, such as the SPS Priorities, keystone documents and periodic updates/revisions to documents such as the Charter, sub-committee reports, after action reports, and future strategic documents dealing with SPS functions and other agency generated regulations, strategy, and policies for consideration/awareness.
+ Draft and provide input for consideration by government action officers on coordinated general officer level correspondence and communications that convey senior leadership intent and understanding of ANG, AF, NGB, DOD and national issues, within the timelines as designated by the Division or Branch Chief.
+ Plan, schedule, attend, assist, facilitate and document all SPS meetings.
+ Recommend topics, content and supporting background material to the SC in developing SC, Regional and National meetings agendas to ensure that meetings effectively address issues and provide expertise that advance the SPS’ chartered objectives.
+ Provide Division or Branch Chiefs reports on all SPS related action items generated during SC, Regional and National meetings, to include minutes, and after-action reports at each function following approved document formats where applicable.
+ Recommend edits of documentation, including briefings, notes and minutes and all SC directives to ensure these materials are reviewed and align with regulations and senior leader published guidance. Plus, ensure properly convey to senior leadership intent for all matters related to regional and national meetings.
+ Facilitate the staffing and provide analytical expertise to key documents annually produced by the SPS SC to be provided to the SC and Division/Branch Chief within a timely manner.
+ Attend and provide written feedback to the Division or Branch Chiefs on AF, NGB, DOD and national study groups, working groups and other stakeholders that deal with strategy, policies, and other issues of interest to the ANG SPS (e.g., National Defense Strategy (NDS), Total Force Integration (TFI), and Strategic Choices and Management Review (SCMR)).
+ Archive documents to ensure that they are accessible to the ANG strategic planning community within the common NGB A5/8 Share Drive system.
+ Provide historical data to the SPS-LNO and the NGB A5/8 Resource Advisor in their development and management of the annual SPS SC activities budget on computing and controlling scheduled conference/working group costs and funding requirements.
+ Conduct research and provide cost estimates for SPS SC operational needs, including supplies, software upgrades, printing, and production expenses associated with SPS SC events and regional meetings.
+ Deliver comprehensive technical support across all areas of the NGB A5/8 mission, as required.
Requirements:
+ BA/BS
+ 5-10 years’ experience in program management
+ 10 years’ experience in strategic planning and analysis
+ 5 years’ experience in AF Strategy, Planning, Programming, Budgeting and Execution (SPPBE) process
+ Secret clearance
Location:
This position is on-site located primarily at Joint Base Andrews, with occasional meetings at the Pentagon and the Herbert R. Temple Jr. Army National Guard Readiness Center (TARC). The government may permit telework.
