Senior Strategy Analyst – A8B
Job Description Summary:
The Senior Strategy Analyst – A8B will be part of a dynamic team supporting the Air National Guard strategic planning processes enable a Guard force that is capable and sustainable as a cost-effective element of national security. Provide a broad range of technical support in all aspects of the Force Planning, Basing & Conversions Division (NGB A5/8) mission/ Develops decision reports and subject matter opinions to advocate for Air National Guard (ANG) equities in various forums. Perform complex analytics and drafts briefings on organizational issues for senior leaders and key decision makers. Facilitate senior leader advocacy of the ANG Total Force Integration (TFI) program, provide strategic direction, and inform enhancements to Active Association Plans (A-Plans) as needed.
Roles & Responsibilities:
+ Provide a broad range of technical support in all aspects of the NGB A5/8 mission.
+ Prepare read- ahead, briefing documents, bullet background papers, decision reports and subject matter opinions to support ANG senior leaders representing the ANG in meetings, congressional testimony, conferences, forums and discussions requiring their attendance.
+ Provide decision support data to ANG leadership regarding future Force Planning, Basing or unit mission Conversions actions through analytical reports/analysis correctly aligned with the DANG’s priorities, by within the designated timelines.
+ Assist as subject matter experts in advocating for ANG equities in various senior deliberations and decision forums.
+ Analyze and provide analytical conclusions for both external/internal Air Force and ANG processes (e.g., TFI (Total Force Integration), TFE (Total Force Enterprise)) for cost effectiveness, options and performance capabilities analysis of AF and ANG force structure proposals, within the timelines as designated by the Division or Branch Chief.
+ Provide analytical expertise to reoccurring and other pop-up support efforts for processes such as: lessons learned studies and evaluations related to USAF, ANG, NGB, and Strategy, Planning and Programming Process (SP3), manpower, force structure, and operational and contingency missions’ actions, by within the designated timelines.
+ When tasked by A8B, shall provide input on Business Case Analyses and Force Composition Analysis for TFE proposals in support of ANG equities in Total Forces Enterprise (TFE) activities and ensure timely, accurate staffing of Integration Plans through NGB and MAJCOMs.
+ Maintain on-going states’ units force structure, manpower and databases and provide timely, accurate planning data to ANG leadership for Congressional inquiries and engagements with state representatives, within the timelines as designated by the Division or Branch Chief.
+ Provide input for the on-going development and maintenance of the ANGRC strategic planning and decision tools such as: Guard Mission Approval Process (GMAP) which is used for strategic force planning, development, evaluate and integrate suitable missions for the ANG based on Air Force and MAJCOM requirements.
+ Monitor A8B Division’s NIPR ETMS 2 account daily and shall identify and forward assigned tasks to the appropriate staff member for action as determined by the Division/Branch Chief or designee; shall track all of Division assigned tasks for timely completion status based on assigned suspense dates, and that required proper documentation is accurately captured.
+ Support the Division in the on-going daily activities to obtain and prepare all materials required to facilitate senior leader advocacy of the ANG Total Force Integration (TFI) program and the implementation and coordination of TFI initiatives with State leadership, MAJCOM staffs, HAF and their respective Judge Advocates.
+ Within ANG ETMS 2 staffing processes forward and obtain legal reviews on TFI integration association constructs that will assist in the development and coordination of Association Plans (A Plan) for TFI associations, by assigned deadlines.
+ Provide analytical support for the implementing Presidential Budget (PB) directives which impact the ANG to include identifying new missions, re- missioning of ANG units and coordinate proposals within ANG directorates to implement TFI actions by A8B assigned deadlines.
+ Support the on-going A8B management and staffing of GMAP activities and assist with the coordination of new initiative proposals to the State leadership, State Action Officers, Functional Area Managers (FAM) and Program Element Monitors (PEM) within the ANG directorates.
+ Shall staff and coordinate on, between ANG and HAF staffs, during updates and re-write efforts of AFI 90-1001, Specialty Management – Total Force Enterprise Management Process.
+ Develop and continue with the required follow-on staffing support of all A-Plans across Headquarters Air Force, the Major Commands and the Air National Guard, to include the 54 States and Territories.
+ Assist the spearheading of synchronization, development of Plan of Action and Milestones (POAMs), information papers, executive summaries, decision briefs and General Officer engagements.
+ Coordinate on the effort to identify discrepancies, provide recommended solutions and work to gain approval for standardized language to enable staffing future A-Plans efficiently and expeditiously.
Requirements:
+ BA/BS
+ 10+ years’ experience in strategic planning and analysis
+ 5 years’ experience with the ANG Total Force Integration (TFI) program
+ Secret Clearance
Location:
This position is on-site located primarily at Joint Base Andrews, with occasional meetings at the Pentagon and the Herbert R. Temple Jr. Army National Guard Readiness Center (TARC). The government may permit telework.
