About this Job
The Division of Administration/Office of Community Development has a vacancy. This job title has an assigned pay grade of AS-624. This position provides management and oversight of federal and state assistance programs for local governments in Louisiana.
This vacancy will be filled by promotion of a current permanent status Division of Administration employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Eight years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR
Six years of full-time work experience in any field plus five years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR
A bachelor's degree plus five years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR
An advanced degree in business administration, public administration, or a Juris Doctorate plus four years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Prepares and recommends to the Commissioner of Administration policies and guidelines for the planning and implementation of various community development programs administered by the state.
Meets with officials in major multinational corporations in order to provide financing and technical assistance to make a project economically feasible.
Supervises the preparation of the State of Louisiana Consolidated Plan and other reports required by statute.
Reviews and approves all correspondence written for the Commissioner of Administration and the governor relative to community development.
Oversees and exercises primary management over the implementation of approximately $130,000,000 of local government infrastructure projects.
Formulates budgets for the various community development programs and monitors the LCDBG Section budget throughout the fiscal year.
Meets with Commissioner of Administration, governor's Chief of Staff and other governor's office staff, State Policy Planning Director, federal officials (area, regional, and national), mayors, police jury presidents, legislators, officials of state agencies, and other interested groups on matters related to community development programs.
Supervises the preparation of the State of Louisiana Consolidated Plan which defines and prioritizes statewide objectives and designs plans to distribute approximately $39.0 million of Community Development Block Grant funds annually to meet local governments' needs in the areas of infrastructure improvements, housing stock improvements, and economic development initiatives, as well as the plan to meet the needs of three additional statewide programs located in other state agencies (the Housing Opportunities for Persons with Aids, the Home Program, and the Emergency Shelter Grant Program.)
Assists local governing officials in planning and prioritizing community development needs.
Supervises the evaluation of approximately 200 applications totaling about $120,000,000 from local units of government for funding of street, water, and sewer projects of which only 40-45 are recommended to the Office of the Governor for funding.
Supervises the evaluation of economic development proposals which creates thousands of jobs during the year and recommends to the Office of the Governor funding of those proposals meeting the requirements and the overall state objectives of the LCDBG program.
Supervises the development and implementation of the state's monitoring plan for compliance with the many federal and state laws and regulations governing the community development programs and evaluates the effectiveness of these programs in meeting the overall objectives defined in the State of Louisiana Consolidated Plan as well as the national statutory objectives.
Serves on Task Forces for various community development initiatives such as the Empowerment Zone Advisory Task Force that assisted some thirty communities in preparing applications for the program, and now will assist the four winning applicants in the implementation of their grants. The projects are designed to eliminate prevalent, depressed conditions at the local level and achieve the conditions necessary for self- sufficiency and ongoing development in the area.
Supervises for compliance with U. S. Office of Management and Budget (OMB) Circular A-128 concerning Public Law (98- 502), reviewing approximately 200 audits annually from communities statewide funded under the LCDBG Program.
Coordinates the various specific areas of community development with the state Department of Transportation and Development (DOTD), the state Fire Insurance Rating Commission, the state Department of Economic Development (DED), etc., in order to effectively evaluate the needs stated in the proposals by local units of government, and to assure appropriate coordination with programs in the other agencies.
Coordinates with the legal, accounting, facility planning, and audit staffs of the Division of Administration to assist in program development and implementation.
Plans and supervises the development of agendas for community development seminars to train local government officials relevant to federal and state requirements in such technical areas as acquisition and relocation, environmental protection, OMB Circulars A-87 and A-102 (cost principles), fair housing and equal opportunity laws, economic development, etc.
