    General Summary:

    The Manager, Scheduling & Dispatch (S&D) has overall responsibility for supervising the scheduling, coordination and flight following of all owned and operated aircraft utilized in Qualcomm’s world-wide flight operations.

     

    Primary Function

     

    The Manager, Scheduling & Dispatch (S&D) has overall responsibility for supervising the scheduling, coordination and flight following of all owned and operated aircraft utilized in Qualcomm’s world-wide flight operations

     

    Essential Responsibilities & Accountabilities

     

    The Manager, S&D receives approved flight requests for business aviation travel from the Authorized Aircraft Users and/or their executive administrative assistants (EAs). S/he has ownership of and works in accordance with the QUALCOMM (QCOM) Aviation Scheduling Core Processes

     

    The Manager, S&D oversees non-exempt scheduling employee(s) who are responsible for establishing all logistical flight arrangements for senior executive travel aboard QCOM owned and operated aircraft.

     

    The major process groupings for which the Manager, S&D is responsible includes processing of flight requests, trip planning, crew scheduling, core fleet scheduling, supplemental lift scheduling, trip execution (flight following) and information management.

     

    Specific duties of the Scheduling organization include coordinating departure and arrival airports, departure and arrival times, ensuring accurate flight manifests, Fixed Base Operations (FBO) coordination, customs and immigration coordination, TSA interface and approval, ground handling coordination and ground transportation.

     

    The Manager, S&D interfaces with the Sr. Director, Aviation; Director of Maintenance; and the Director of Operations as appropriate to ensure optimal aircraft and crew utilization. In addition to the normal Scheduler duties and responsibilities, the Manager, S&D performs the following functions:

     

    + Coordinates scheduled aircraft downtime for maintenance with the Director of Maintenance

    + Tracks all aspects of flight activity and develops necessary reports for department and executive level review in collaboration with QCOM Aviation Business Analyst

    + Supervises non-exempt employees, assists Sr. Director, Aviation with hiring decisions for the S&D team, manages performance and assigns shifts

    + Maintains a formal tracking system for all aviation department records required to be maintained on file

    + Coordinates fractional aircraft and charter services in accordance with QCOM Aviation Flight Operations Manual (FOM) when required

    + Retains passenger manifests, flight logs and records in accordance with federal and international requirements and QCOM guidelines

    + Ensures renewal of all aircraft customs decals, over-flight letters, landing permits and state and federal annual aircraft registrations

    + Tracks pilot and flight attendant flight/duty time to ensure compliance with regulatory requirements and company guidelines, coordinating with the pilot crewing scheduler

    + Coordinates the use of outside contract flight crews when utilized by the Director of Operations

    + Schedules company aircraft for maintenance and training flights

    + Ensures that all requirements of the BASC standard are met for Scheduling

    + Champions the continued development and deployment of the QCOM Aviation Safety Management System (SMS)

    + Manages the Scheduling portion of the aviation department budget and acts as required on budget reporting requirements

    + Responsible for hiring, setting and monitoring of annual performance and individual development plans and provides coaching

    + Ensures that the proper resources are in place to support the team

    + Ensures that long-term plans are aligned with QCOM’s business objectives

    + Interfaces with the Sr. Director, Aviation, Director of Maintenance, and Director of Operations as appropriate to ensure optimal aircraft and crew utilization

    + Assumes other responsibilities as directed by the Sr. Director, Aviation

    Scheduler Duties & Responsibilities:

    + Coordinates approved travel requests with available aircraft and flight crew options

    + Assists QCOM executive administrative assistants to ensure trip itineraries remain within all regulatory and QCOM operational parameters and guidelines

    + Schedules company aircraft for operational flights

    + Communicates aircraft schedules to appropriate flight crew personnel

    + Coordinates domestic and international trip information between QCOM Sr. Executives and /or their EAs and internal QCOM Aviation functions to ensure seamless and responsive customer service

    + Coordinates all required landing and over flight permits, slots and visas for international trips with the trip Captain

    + Coordinates all passport, visa and letters of invitation with vendor handling agencies or directly as appropriate

    + Coordinates all E-APIS, customs, immigration and agriculture requirements for international flights originating or terminating at home base

    + Coordinates or assists in defining the catering requirements for domestic and international flights

    + Assures that trips are properly coded with respect to Business or Personal Use guidelines

     

    Education & Licenses

     

    + **Education:** Bachelor’s degree highly preferred; Associate degree or equivalent experience in corporate aviation scheduling/dispatch (as determined by the Sr. Director, Aviation) is required

    + **Licenses:** FAA Dispatch License (ADX) is required

     

    Knowledge, Experience & Skills

     

    + 10+ years of experience in either a corporate or commercial aviation setting required

    + Five plus (5+) years of people management experience required

    + Proficiency in flight scheduling/dispatch with significant exposure to domestic and international flight operations required

    + Extensive knowledge of FAA FAR Part 91 operations required

    + Broad knowledge of all functions related to aircraft operations required

    + Excellent people skills, comfortable interfacing with senior executive groups, required

    + Expert technical knowledge of computerized scheduling platforms, administration and technology applications required

    + Knowledge of tax and proxy rules required

    + Ability to solve complex problems with multiple potential outcomes impacting critical senior management business schedules in a real-time high pressure work environment required

    + Advanced verbal and written communication skills required

    + Well-developed project management skills required

     

    Scope & Impact

     

    + Supervises QCOM’s global S&D operations

    + Direct report to the Sr. Director, Aviation

    Pay range** **and Other Compensation & Benefits** **:

    $128,800.00 - $193,200.00

     

    The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted.
