    About the Mental Health Transitional Living Homes

     

    The CDHS Office of Civil and Forensic Mental Health’s Transitional Living Homes Program was created to increase bed capacity for persons in need of residential behavioral health treatment. House Bill (HB) 22-1303 has authorized new beds to be used for persons needing residential services at a less restrictive level of care and to reduce and eliminate the backlog of such persons in more restrictive settings. HB 22-1303 directs the Department of human services (department) and the Department of health care and Policy Financing to create, develop, or contract to add at least 125 additional beds at mental health residential treatment facilities (treatment facilities) throughout the state for adults in need of ongoing supportive services. The bill also requires that the department renovate a building at the mental health hospital at Fort Logan to create at least 16 additional civil beds for such persons. These beds serve as a step-down option from inpatient care and as a step-up when deemed medically necessary and lower-level of care settings can no longer adequately and safely provide effective care.

    Description of Job

    About the Position:

    This position exists to conduct follow-up regarding grievances, investigate incident reports accordingly, review and analyze data and share with the MHTL Homes team for collaborative discussions, and to provide an analytical and evaluative perspective regarding data. The Compliance Specialist is responsible for implementing the MHTL Home’s established process and operation of the grievance resolution process, and moderates the process through problem solving and making recommendations to improve response. Duties in this position include:

    Complaint/Grievance Resolution:

    + receive written or verbal client complaints assigned to them by the Supervisor or Facility Director, and strictly adhering to established timelines, will meet with the client and,

     

    when appropriate, their family and thoroughly investigate the concern, when needed, this may involve interviewing numerous people (e.g., staff, other clients) to fully understand the concern and to formulate an appropriate response

     

    + responsible for negotiating a complaint resolution that is satisfactory to the client, but also something that can feasibly and legally be honored by the MHTL Homes based on the validity and scope of the request and the resources available to the MHTL Homes

    + ensures that all steps of the assigned complaint or grievance process are accurately and completely documented, and the established timeframes are maintained

    + shared responsibility for this process to address the client’s grievance as the Compliance Specialist

    + addresses all referred grievances that are unresolved at the MHTL Homes; review all information gathered for the purpose of the grievance resolution process, meet personally with the client within the timeframes, and determine if relief can be granted. If the grievance is unresolved as determined by the client, they will forward the grievance to the Supervisor or Facility Director to process at the next level

    Incident/Occurrence Investigation and Reporting:

    + Develop protocols for ongoing implementation and oversight of the MHTL Homes Critical Incident Reporting requirements

    + collects, reports data related to MHTL Homes incidents in order to improve client and staff safety, data is reported to the MHTL Homes Data Analyst. In the beginning stages of any investigation of incidents determines which events constitute an occurrence that must be reported through the iNotify database to Executive Management of OCFMH, MHTL Homes leadership, including the MHTL Homes Supervisor, Facility Director, and Division Director. Investigates and conducts mini root cause analyses into the incidents to further determine which incidents rise to the level of reportability to the Behavioral Health Administration (BHA), per Behavioral Health Entity (BHE) rules and regulations

    + provides input into decisions such as recommendations for process improvement measures and recommendations for follow up action plans with pertinent staff members

    + Investigates and develops follow-up reports on any occurrence that meets the criteria, which includes, but is not limited to, visual review of video footage, performing interviews with staff and clients, documenting interviews, and reviewing documentation

    + provides final reporting of the investigation outcome to the MHTL Homes leadership

    + involved in Root Cause Analyses for critical incidents investigations when necessary

    + required to complete emergency physical intervention/restraint training (CTI) and CPR

    + collaborates with and advises MHTL Homes leadership with regards to the need to respond to and investigate serious allegations that may require immediate response of an appointing authority to determine and develop an appropriate action to keep clients safe at all times

    + analyze and attempt to reconcile apparent discrepancies within information resources available to them. Such actions may include client transfer to another MHTL Home, and when indicated, corrective or disciplinary action for staff which can include recommendations to place a staff member on immediate authorized leave or permanent reassignment to another MHTL Home to assure client safety

    + Formulates recommendations for change or improvement in operating procedures and processes

    + responsible for establishing relationships with community agencies and developing comprehensive contacts to utilize for facilitation of referrals for discharge and transition planning purposes

    + analyze patient needs and various office services and procedures to develop and implement protocols for the MHTL Homes regarding client placement processes

    + participates in education and training, remains current in multiple system agencies and community entry points, updates internal protocols and processes, and shares resources with MHTL Homes Team

    Electronic Record Audit/Survey Readiness:

    + participates in review of the Electronic Records to ensure all necessary documentation per regulatory authority is present in the client’s electronic record and complete. These audits mimic the survey methodology employed by BHA during on-site surveys and involve a detailed audit of the electronic records for each client at each MHTL

    + assists in the preparation for all onsite survey activities, which may also include meeting with surveyors and assisting them in the use of the electronic records for their auditing purposes

    + assists with ongoing policy and procedure updates based on the results or outcomes of surveys

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Six (6) years of relevant experience with at least 1 year of experience in healthcare compliance and regulatory affairs within a mental health or healthcare environment

    A combination of related education in Health or human/ social services and experience in healthcare compliance and regulatory affairs within a mental health or healthcare environment
