Position Summary Information
General Summary
TheFacilities Asset Strategy Manageris responsible for the development of WSSC Water’s Facilities Asset Management Plans and the coordination of the facilities’ asset management. The position provides support to the Facility Services and Facilities Engineering and Construction staff. The position analyzes work orders and asset performance data that are provided to the Asset Management Committee for decision-making in maintenance, capital, and operational matters.
Essential Functions
+ Manages the Facilities Asset Management implementation according to a work program
+ Ensures the outcomes of WSSC Water’s Asset Management Program implementations meet the needs of strategic investment planning for the facilities including the development of asset strategies and asset management plans
+ Prepares technical and verbal reports regarding the performance of the facility assets and tracks the effectiveness of asset management strategies in improving cost and service level performance
+ Leads and coordinates staff responsible for the development of facility asset strategies and the development of the facility Asset Management Plans
+ Facilitates the update of Condition Assessment and Business Risk Exposure scores as week as the identification of Level 2 and 3 Condition Assessment needs
+ Validates failure criteria based on new input regarding levels of service or budget and validates the shape factor curves for the probability of failure
+ Reviews/revises maintenance strategies and facilitates the validation of existing and/or the development of new asset replacement costs and/or revises replacement costs as necessary
+ Generates a list of “at risk” assets and identifies candidates for analysis utilizing the asset management modeling software
+ Determines optimal renewal/rehabilitation/replacement cycles and budgetary requirements based on results from the asset management model output
+ Facilitates the review of “at risk” assets and identifies assets that require immediate attention for risk reduction, those that should be monitored, and those that should be run-to-failure
+ Assesses root cause of failures; tracks and monitors failure modes and rates; and develops decay curves where relevant
+ Identifies risk reduction strategies and/or projects
+ Determines funding requirements and helps to set budget priorities
+ Determines/updates Asset Information CLR ratings and identifies improvement tasks and budgets; documents CLR information into the Business Improvement Plan chapter
+ Determines training and other critical needs associated with the Asset Management Plan
+ Initiates the approval process for the Asset Management Plan
+ Coordinates with staff responsible for asset information and standards management to undertake a quality assessment on asset management data and information; determines and manages changes to asset technical standards

+ Sets/implements operations and maintenance strategies
+ Assists in the preparation, review, and approval of programs and projects to monitor facility industry trends and future directions
+ Coordinates and/or develops cross-functional teams as required to execute asset management research and investigations designed to determine appropriate asset strategies as needed
+ Assists in the preparation, review, and approval of research and analysis to improve the overall management of the facilities in the areas of reliability, risk, cost, and service level delivery
+ Performs related duties as assigned

Required Knowledge, Skills, And Abilities
+ Thorough knowledge of facility lifecycle management and facility cost structures (maintenance, construction, and capital)
+ Thorough knowledge of facilities equipment including operations, maintenance, and performance management
+ Comprehensive knowledge of the principles and practices of asset management (as described by the EPA and the International Infrastructure Management Manual)
+ Working knowledge of facilities maintenance and operations, including detailed knowledge of building maintenance and operations processes
+ Strong leadership skills with the ability to coordinate a team
+ Ability to prepare and effectively present highly technical and complex reports and estimates both verbally and in writing
Minimum Education, Experience Requirements
+ Bachelor’s degree in Business Administration, Architecture, Engineering, Public Administration, or related discipline
+ 6 years of progressively responsible technical experience in building construction, maintenance and systems operations, including 3 years of experience managing projects
+ Or
+ High school diploma or equivalent
+ 10 years of progressively responsible technical experience in building construction, maintenance and systems operations, including 3 years of experience managing projects
Additional Requirements
+ Possession of a valid driver’s license with no more than 4 points and the ability to obtain a WSSC Water driver’s license within 90 days of hire or transfer date;
+ Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
+ Experience developing asset management plans for buildings and building systems
+ Experience in facility planning for maintenance depots or similar facilities
Salary$118,178 - $201,222
