    Summary Serves as the Supervisory Recreation Specialist - Aquatics Manager for the Navy Region Northwest, Fleet and Family Readiness Program, Fleet Readiness Division at Naval Station Everett. The primary purpose of the position is to plan, administer and supervise a comprehensive and diverse year-round aquatics program. Responsibilities Plans, administers, promotes and supervises a comprehensive year round aquatics program that includes but is not limited to: swim instruction program, lifeguard and water safety instructor training program, CPR/First Aid/ AED instruction, assistance with physical readiness training, aqua group exercise, facility rental and special programming. Manages the care and maintenance of the aquatic facilities and associated equipment. Ensures facilities and equipment meet health, safety, security, sanitation and fire standards. Takes remedial action as applicable to correct deficiencies. Complies with all safety regulations regarding use of chemical and sanitation agents related to the care of a pool. Determines and procures necessary supplies and equipment in order to operate/support the pools and programs. Performs administrative matters to include but not limited to: development of the annual calendar, marketing requests/plans, after action reports, desk guides, procurement documents, program justifications, metric and financial reports, etc. Develops and monitors the execution of the annual NAF operating budget. Determines financial requirements for short and long term needs, analyzes monthly financial data and submits reports to management addressing significant variances between executed and projected results. Recruits, interviews and hires personnel. Evaluates work performance and prepares performance appraisals, nominates personnel for performance and other awards. Promotes the use of the facility and programs for maximum participation on an ongoing basis, through attending community meetings, marketing materials and maintaining a presence in the operation. Monitors customer feedback. Establishes and maintains a working relationship with other military and community organizations that benefit the program. Acts as a resource. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate possess the following: Knowledge gained through education and training (i.e., a bachelor's degree from an accredited college/ university in the field of recreation, sports or aquatics) Knowledge that enables the employee to competently and independently carry out fitness, aquatics, and/or sports programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served. Knowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity certifications. Knowledge of both, NAF, and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management. Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs. Knowledge of the goals, principles, techniques and methods of procedures use in organizing, planning and conducting all types of activities. (Aquatics Manager Only) Knowledge of the roles of the lifeguards during a coordinated rescue scene for the safety of the rescuers and the victim. Knowledge of the beach environment (e.g., marine life, beach and water hazard) is required for waterfront lifeguard positions. Knowledge of and ability to conduct pool chemical testing and adjust chemical imbalances and document the results. Skill in planning and executing a comprehensive fitness, aquatics, and/or sports program that includes a variety of fitness and/or aquatics activities and/or individual and team sports which meets the needs of the participating community. Skill in effectively organizing and utilizing available community resources. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to perform the full range of supervisory duties. Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing. Education The Aquatics Program Manager is a supervisory position responsible for development and oversight of aquatics programming. While elements (a) through (c) are preferred, a combination of two of these elements may sufficiently qualify an individual to perform their duties as program director: a) a four-year degree in recreation or a related field b) instructor certification as a lifeguard, water safety instructor and International Life Saving Federation or Red Cross Waterfront (waterfront only) certification in accordance with MWR policy c) at least three years of experience in the industry Additional Information Salary is dependent on experience and/or education. Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period.
