Job Overview
Description
The Paralegal provides administrative and paraprofessional legal support to attorneys. Performs duties including drafting legal documents for the court. Manages outsourced databases such as Axon and RMS. Assists attorneys upon request and performs any duties as assigned.
Job Duties
_The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned._
Discovery:
Downloads discs of video discovery to assigned attorney’s case file. Provides discovery to defense attorney upon prosecuting attorney’s request. Communicates with defense attorneys on device size needed to copy discovery and again when discovery available for pick up. Drafts and files with court a Notice of Providing Discovery.
Document Preparation:
Daily we transcribe and/or draft numerous court documents including the following, but not limited to:
+ Appearances
+ Appointment of Special Prosecutor
+ Detainers
+ Dismissals
+ Fugitive Complaints
+ Probation Revocations
+ Trial Information
+ Minutes of Testimony
+ Motion to Withdraw Counsel (switching prosecuting attorney)
+ Exhibit Lists
Records Management:
Attorney Notification of Trial Information Deadline
+ Runs report and notifies prosecuting attorneys of daily court deadlines
+ Creates Excel deadline spreadsheet showing future Trial Information deadlines
Criminal Histories (NCIC)
+ Receives, organizes, uploads and files with the court
Criminal Investigative Reports (RMS)
+ Collects, organizes and distributes reports from investigative database
Subpoena Return of Service
+ Obtains and files Subpoena Returns of Service with the court
Exhibits for Hearings and Trials
+ Organizes, labels and files exhibits and exhibit lists
Suspect Investigative Reports (Greensheets)
+ Collects, organizes and distributes reports from investigative database
Mental Health Commitments:
Intakes new commitment paperwork from court. Processes commitment paperwork and creates new file in records management system (JD). Contacts applicants who filled out Application and Affidavit to initiate committal and communicates with them regarding the committal hearing date and time set by the court to ensure their attendance of the hearing to avoid case dismissal. Contacts Mental Health/Disability Services of the East Central Region to notify them of the committal hearing date and time. Compiles commitment schedule for Monday, Wednesday and Friday each week to ensure the participating attorney has an appearance on file and is aware of what court hearings to attend.
County Attorney Subpoenas:
Investigative Subpoenas
+ Receives and reviews Investigative Subpoena Request from Law Enforcement.
+ Drafts Application, Order and Subpoena to include the correct investigative information and drafts Nondisclosure Application and Order if necessary.
+ Creates new case in court and uploads subpoena documents for review and signature by judge.
+ Monitors court for filed subpoena documentation.
+ Serves filed subpoena documentation on agency (i.e. Verizon) via email, fax, regular mail or certified mail.
+ Out of State Witness/Investigative Subpoenas
+ Drafts Application, Order and Subpoena to include the correct investigative information.
+ Creates new case in court and uploads subpoena documents for review and signature by judge.
+ Compiles filed documents and communicates with the Sheriff’s Department regarding who to serve.
Email.
Manages own professional email accounts. Manages the general email account for the Dubuque County Attorney’s Office.
Governor’s Extradition Warrants:
Receives and reviews paperwork regarding request for Governor’s Extradition Warrant. Submits request to the Clerk of Court to obtain copies of certified court documents. Drafts Application for Requisition and Letter. Compiles necessary documents to attach to application. Obtains signature from prosecuting attorney. Mails packet to the Governor of the State of Iowa.
Juvenile Court Files:
Publication in Juvenile Cases
+ Determines if permission for publication has been received from the Court, or if permission is not granted, prepares and files paperwork with the Court to obtain permission for publication.
+ Drafts and files Notice of Hearing with the court.
+ Monitors court for filed notice.
+ Emails filed notice and communicates publication schedule with the Telegraph Herald to complete publication as required by Iowa Code before set hearing date.
Service in Juvenile Cases
+ Receive and organize court documents into packets to be served on case parties.
+ Email packets and communicate with the Dubuque County Sheriff’s Department regarding who to serve and deadline to complete service to complete service locally.
+ Prepare packet for certified mailing for service on out of county/state residents.
Video Management and Editing:
Axon (Dubuque Law Enforcement Center Video Management System)
+ Logs in to Axon database and requests video download link for the identified agency number for the case.
+ Receives requested video files via email link and downloads.
+ Transfers downloaded video files to the attorney’s case folder assigned for the defendant.
Video Editing
+ Compiles list of video clips requested by attorney and locates evidence video to be edited.
+ Reviews and edits video to reflect portion of video requested.
+ Exports video and adds to investigative file.
+ Copies video for defense attorney when requested by prosecuting attorney.
Truancies:
Receives and reviews email from Student Support Liaison from Dubuque Community School District. Creates Truancy Letter to parents using information from Dubuque Community School District. Prepares service request to Dubuque County Sheriff’s Department. Emails packet and communicates with the Dubuque County Sheriff’s Department regarding who to serve and deadline to complete service. Receives Return of Service from Sheriff and communicates with Dubuque Community School District regarding completion of service.
Minimum Qualifications
Education and/or Experience Requirements:
+ Associate degree in paralegal studies or 4-5 years’ experience or any combination of education and experience equivalent to graduation from an accredited College or University with major course work in business or related field and some experience in judicial, business, law enforcement or legal work.
Licenses, Certifications, and Other Requirements:
+ Certified Paralegal (CP) or Certified Legal Assistant (CLA).

+ Solid understanding of legal principles, procedures, and terminology relevant to their area of practice. This includes knowledge of relevant laws and regulations at the federal, state, and local levels.
+ Proficient in legal research techniques, including using online databases, libraries, and other resources to gather information, analyze case law, statutes, and regulations, and prepare legal documents.
+ Strong written and verbal communication skills.
+ Strong analytical abilities to review and assess legal documents, identify relevant issues, spot inconsistencies or errors, and provide insights and recommendations to attorneys.
+ Ability to work on multiple cases simultaneously – must have excellent organizational and time management skills to prioritize tasks, meet deadlines, and ensure that all necessary paperwork and information are in order.
+ Proficiency in using legal software and technology.
+ Must adhere to high ethical standards and maintain confidentiality in all client matters. Demonstrate professionalism in their interactions with clients, colleagues, and other stakeholders.
+ Ability to collaborate closely with attorneys, other paralegals, legal assistants, and support staff. The ability to work effectively as part of a team, share responsibilities, and communicate openly is important for success in this role.
+ Be adaptable and willing to learn new skills, stay updated on changes in laws and regulations, and adjust to shifting priorities or project requirements.
+ Accuracy is critical in legal work- must pay close attention to detail when drafting documents, reviewing contracts, conducting research, and managing case files.
