Job Description
The New York City Housing Authority (NYCHA) is the largest public housing authority in North America, providing housing for over 400,000 New Yorkers. As part of our dedication to improving the quality of life in New York City, we are seeking an experienced Deputy Chief to work in NYCHA’s Real Estate Development Department to drive real estate strategy and development efforts.
Job Description:
The Deputy Chief will be a key team member responsible for the development and execution of strategic initiatives within NYCHA’s Real Estate Development Department (REDD). Reporting directly to the Chief of Real Estate Development, the Deputy Chief will help oversee the development, management, and implementation of NYCHA’s long-term real estate strategy. This role will require a combination of executive leadership experience, project management, policy advocacy, strategic planning, and team management. The Deputy Chief will help drive the agency’s real estate initiatives, ensuring that projects align with NYCHA’s mission of providing affordable housing and fostering sustainable, equitable communities. The Deputy Chief will develop close working relationships across the agency and with key external agency partners to promote the goals of NYCHA’s real estate department.
The Deputy Chief will work directly with a number of NYCHA departments, including NYCHA’s CEO office, members of the Executive Team, in addition to vice presidents and project managers within REDD. The Deputy Chief will provide strategic direction and support for a range of high-priority real estate development and policy initiatives.
The Deputy Chief will be able to step in for the Chief Real Estate Office and Executive Vice President of Real Estate as needed, help ensure strategic alignment across the Department’s senior leadership and with the rest of NYCHA’s executive team, and field and address high-priority requests and urgent coordination needs related to the Department’s work. The Deputy Chief will have several direct reports who sit in the Office of the Executive Vice President and support work in these areas, and will work closely with all members of the Department’s leadership team. This role will manage the Office of the Executive Vice President, including key department-wide administrative duties.
Key Responsibilities:
- Strategic Planning & Policy Development: Lead the development and implementation of NYCHA’s real estate strategy and policies in alignment with the broader goals of New York City,
focusing on housing equity, sustainability, and affordability. Ensure that all real estate initiatives support NYCHA’s mission, enhance housing stability, and contribute to neighborhood
revitalization. Advocate for policy initiatives that drive cohesive policy implementation across the entire REDD portfolio. Ensure that projects meet the needs of NYCHA’s residents and align
with the agency’s long-term vision and goals.
- Leadership & Team Management: Co-lead and manage a high-performing team of project leaders within the Executive Vice President’s office. Provide mentorship, guidance, and strategic
direction to this team of professionals responsible for overseeing critical real estate projects. Establish and communicate clear priorities for project leaders, ensuring alignment with NYCHA’s
overall real estate objectives and strategy.
- Help select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance.
- Coordinate various cross-vertical and functional activities requiring executive review with senior staff/department heads, including review of office and seating availability.
- Oversee Department Administration: Manage a small team of office administrators. Liase with Human Resources, IT, Real Estate Services, Procurement, and Accounts Payable to ensure all
business functions of the department are fully operational and supported by the department administrative team. Help oversee all department budget processes, contract management, invoice
payment, and hiring procedures with support from the department administration team.
- Project Leadership Support: Collaborate with and provide high-level guidance to department leaders who manage specific real estate development teams, ensuring that each project team
operates effectively, resolves challenges, and meets deadlines. Foster a collaborative environment that encourages innovation, teamwork, and results-driven performance. Work directly with
other executive leadership team members to align communications and policy work.
- Stakeholder Engagement & Collaboration: Build and maintain effective relationships with internal and external stakeholders, including government agencies, developers, community
organizations, and elected officials. Collaborate with partners to ensure the successful execution of real estate projects and the integration of community priorities.
- Internal Relationship Management: Develop and maintain strong, collaborative relationships with key internal departments, including Intergovernmental Affairs, the Department of
Communication, and the CEO’s office. Ensure alignment and clear communication between real estate development and these departments, facilitating coordinated efforts in policy advocacy,
public relations, and strategic decision-making. Leverage these relationships to enhance the visibility of NYCHA’s real estate initiatives.
- Communication Strategy & External Affairs:
o Work closely with NYCHA’s Department of Communications (DOC) to develop a communications strategy and plan related to project milestones. This strategy will be aligned with REDD’s
priorities and would include a plan for proactive press outreach about PACT projects, showcasing completed work, and demonstrating the impact of projects on communities.
o Help ensure a frequent and open flow of communication across departments from REDD to authority leadership, other staff, and external partners. This may include updates on REDD
projects in various NYCHA media and regular briefings for external partners.
o Drive ongoing improvements in communication related to policies for residents, NYCHA staff, partner teams, and external stakeholders
o Collaborate with the Office of Intergovernmental Affairs (IGA) to inform elected officials and city hall on project milestones and to create a strategic approach for showcasing projects to
various levels of government (city, state, and federal officials, including HUD).
- External Partnerships & Strategic Engagement:
o Advance department strategic priorities by serving as a key liaison and administrator with external partners. This includes identifying, developing, implementing, and communicating key
initiatives, operational improvements, and team development opportunities.
o Serve as a liaison between the department and other internal departments, as well as external agencies, City Hall, and partner organizations, supporting key initiatives and priority issues.
- Executive Support & Representation:
o Support the development and execution of external affairs and internal communications strategies, including for public events, press, and digital media.
o Ensure the EVP and other senior leadership members are fully prepared for meetings, speaking engagements, and other events by preparing written remarks, public presentations, and
statements.
o Represent the Department and EVP at meetings and events as required.

Qualifications
1. A baccalaureate degree from an accredited college and three years of full-time paid experience in an administrative, executive or consultative capacity in a large public housing agency; or
2. Education and or experience which is equivalent to “1” above.

Salary Min: $180,000.00
