    Job Description

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $77,550.00 - $87,550.00.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

     

    The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families.

     

    The Policy, Legal and Compliance Unit (OPC) was created in October 2020 to codify these important functions into a single program unit and increase the level of integration between these closely connected areas of practice within DYFJ. Our legal team serves as a liaison to the city courts, law enforcement, legal advocates and our own Office of General Counsel and provides legal-guidance, division-wide on issues that arise from the custody of juvenile justice-involved youth in our care. Our Compliance team was created in response to the increased oversight of our detention facilities and serves as point for all oversight, reporting and compliance activities, including Prison Rape Elimination Act (PREA) compliance. Our Policy team develops and updates the 100+ policies that guide DYFJ's practice including those critical for the operation of our detention and placement facilities.

    Specific duties will include but not limited to:

    - Support DYFJ efforts to ensure compliance with federal, state and city oversight bodies by responding to inquiries, audits, corrective action plans and investigations by City, State and Federal oversight bodies including New York State Commission of Correction (SCOC), Office of Policy and Compliance (OCFS), New York City Department of Investigation (NYC DOI), etc.

     

    - Coordinate facility response to NYS Justice Center requests, including tracking incidents, satisfying all investigation requests and tracking progress on any corrective action plans

    - Lead and support the implementation of SCOC/OCFS and DOC OPC audits throughout secure detention facilities:

    (1) Oversee the data collection process and ensuring the quality and consistency of data reported

     

    (2) Work closely with facility Executive Directors and DYFJ leadership to analyze results of the data collections and discuss findings

     

    (3) collaborate with DYFJ leadership to develop and implement facility improvement plans

     

    - Coordinate with DYFJ leadership to ensure that facilities comply with all ACS Policies and Procedures; City, State and Federal laws and regulations and meet national standards

     

    - Partner with the Compliance PREA unit to ensure facility compliance with the Prison Rape Elimination Act standards

     

    - Collaborate with the Office of Planning, Policy and Performance to prepare annual agency reports and reports to legislatures as needed

     

    - Assist in the development and implementation of current initiatives, project activities, and deliverables

     

    - Manage projects and undertake other duties as assigned by the Executive Director of Compliance and Practice Improvement.

    Special Note:

    - The selected candidate will be required to work closely with DYFJ's secure detention staff within secure detention locations in Brooklyn and the Bronx as needed

    Qualifications

    1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or

    2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or

    3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.
