    Job Description

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $74,536 - $90,188.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

     

    Within ACS, the Division of Preventive Services (DPS) is a beacon of support to families by connecting them to community-based resources. The division works to provide resources that maintain the safety and well-being of families. DPS provides guidance and resources to our contracted providers that strengthen their ability to assess and address the service needs of families.

     

    The Specialist of Strategy, Planning, and Analysis plays a vital role in ensuring the health, safety, and well-being of families in need of preventive services. This position supports the Division of Prevention Services by strategically providing comprehensive analysis of the preventive services system. The key role encompasses monitoring referral processes managed by the Referral Management Team and Pathways to Prevention Team, as well as implementing and high-profile reports to gain insight into the functioning of provider agencies and the Borough Office within the Division of Child Protection. Through these reports and other projects, the SPA Specialist under the supervision of the Director of Strategy, Planning and Analysis (SPA) helps strengthen the system’s capacity to protect and support children within their families. Finally, this critical position is essential to the success of the Division of Prevention Services by ensuring swift and high-quality service referrals, enhancing the preventive services system, and supporting front-line staff.

    The SPA Team Specialist key duties:

    - Make and record observations, clean/prepare and evaluate data.

     

    - Confirm data findings are valid, accurate and reliable

     

    - Excel or other analytical platform (tableau/PowerBi) is used to run data analysis

     

    - Interpret data and design and execute analysis.

     

    - Assist in the coordination of research efforts of the agency with data projects.

     

    - Create data visualizations: Graph and charts used support data and highlights trend/patterns.

     

    - Ensure all reports and written documentation are clear and accurate, and supported by data, if relevant.

     

    - Reports are reviewed for errors, corrected, and reviewed by supervisor prior to submission.

     

    - Reports a delivered by way of PowerPoints as needed.

     

    - Monitor/ evaluate methods, procedures, and data obtained within DPS. Understand data and reports in relation to agency practices, policy and procedures and identify problems and data issues and possible remedial actions.

     

    - Make recommendations on policies and procedures by analyzing current systems and program objectives, researching alternative methods of design and implementation to improve delivery of services and the flow of work.

     

    - Serve as a liaison between two or more agencies or units by obtaining and conveying information; respond to information requests and providing feedback to facilitate cooperation and coordinate activities. Maintain current records.

     

    - Participate in intra/ inter-agency meetings and conferences, by attending and facilitating the agenda and sharing information/ observation. listening to others and asking and answering questions, to clarify and resolve differences. Achieve consensus for actions to be taken. Ensure observations and are ideas shared freely. Information conveyed and obtained is clear, accurate, and relevant. Your manner is tactful and courteous. All meetings are scheduled and attended regularly.

     

    - Responsible for ensuring that reoccurring weekly and monthly reports are completed as per the standard template. Completed timely, accurately and consistently.

    Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

    To be appointed to Assignment Level II and above, candidates must have:

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

    2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    NOTE:

    Probationary Period

     

    Appointments to this position are subject to a minimum probationary period of one year.
