POSITION DETAILS
New York City College of Technology (City Tech) of the City University of New York (CUNY), a comprehensive college in downtown Brooklyn offering associate and baccalaureate degrees, is accepting applications for a Finance Procurement Specialist.
The Finance Procurement Specialist will report to the AVP for Budget and Finance. In addition to the CUNY Title Overview, the Finance Procurement Specialist will be expected, under the guidance of management, to coordinate the development and process implementation (from concept to contract registration) for acquisitions of various goods and services, including:
+ Formal Requests for Proposals (RFP), Invitation for Bids (IFB), Request for Quotes (RFQ), and other procurement projects;
+ Drafting of CUNY Board Resolutions and compilation contract packages for all applicable procurement vehicles including tax levy and non-tax levy projects;
+ Drafting and placement of advertisements in The City Record and NYS Contract Reporter for tax levy and other contracts; release of IFB/RFQ/RFP; conduct of vendor site-visits; issuance of addenda, and public opening of bids.
Other key duties include but are not limited to:
+ Review, evaluate and approve unit member assignments, create actionable procurement project plans to deliver on key/critical projects, and regularly provide updates to necessary stakeholders, as directed by management.
+ Analyze and evaluate current purchasing procedures and recommend operational efficiencies to the AVP that will assist the Finance team to achieve its overall objectives.
+ Collaborate with members of the college’s accounts payable, budget and non-tax levy accounting offices to evaluate and identify opportunities to streamline workflow and improve efficiency in the procure-to-pay process.
+ Support the training, supervision and professional development of the procurement team as needed, and ensure all activities pertaining to the acquisition of goods and services are performed in accordance with the applicable CUNY, NYS, and Federal guidelines and regulations.
+ On behalf of management, serve as the College’s advocate and compliance officer with the use of minority and women-owned business enterprises (MWBE) and service-disabled veteran-owned businesses (SDVOB) for the college’s procurements.
+ Consult with CUNY Office of the General Counsel, Supplier Diversity Office, and Office of Facilities Planning, Construction and Management for approval of contracting actions.
+ Assist management in the development and retention of a well-balanced team that fosters a creative and productive work environment, where all team members are customer-focused to deliver a quality work product within acceptable timeframes.
QUALIFICATIONS
MINIMUM QUALIFICATIONS
Bachelor's degree and four years' related experience required.
PREFERRED QUALIFICATIONS
+ Bachelor’s degree in Business, Economics, Accounting, Finance or closely related field preferred.
+ Experience in coordinating procurement processes, including purchasing and sourcing activities, for a public/government agency.
+ Demonstrated knowledge of and experience with City and/or State procurement process rules, procedures, and finance law strongly preferred.
+ Experience in conducting purchasing/sourcing transactions in an Enterprise Resource Planning Systems (ERPs), such as CUNYBuy, CUNYfirst, and the State Financial System (SFS).
+ Proficient with Microsoft Word, Excel, and PowerPoint.
+ Strong organizational, interpersonal, and communication (verbal and written) skills.
CUNY TITLE OVERVIEW
Coordinates matters related to procurement under management direction.
- Maintains accounts, budgets, contracts, agreements, and documentation related to the procurement process
- Analyzes procurement practices, procedures, and responsibilities, developing process documentation and identifying potential improvements
- Maintains College and University systems that manage and track procurement activities
- Assumes responsibility for selected procurement projects
- Performs related duties as assigned.

COMPENSATION AND BENEFITS
$86,645 - $90,375. Salary commensurate with qualifications and experience.
CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 6.09%, with additional increases of 3.25% effective 9/01/2025 and 3.5% effective 9/01/2026, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
