Applied Research Solutions is seeking a full-time Senior Civilian Workforce Analyst located at MacDill, AFB, FL. The Senior Civilian Workforce Analyst’s primary function will be to provide support to Special Operations Forces Acquisition, Technology and Logistics’ (SOF AT&L) Center.

Responsibilities include:
+ Plan, develop, and execute the full range of position classification and position management advisory services for SOF AT&L; perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management problems.
+ Serve as a proactive advisor to management, analyzing complex and dynamic organizational structures, and identifying and recommending alternative organizational designs which assist management in improving its HR posture with emphasis on civilian employee career development principles and practices.
+ Advise SOF AT&L management on organizational requirements needed to support Band determination and GS grades within SOF AT&L PEOs and Directorates.
+ Develop Position Requirements Documents (PRDs) and Position Descriptions (PDs) based on requirements received from SOF AT&L PEOs and Directors; use OPM and DoD guidance and regulations to develop PDs/PRDs based on PEO requirements while adhering to classification standards of the specific occupational series for series and titling information and adhering to DoD Acquisition guidance for band determination; review all PDs/PRDs and assign appropriate band for AcqDemo positions and assign point values in determining an appropriate GS grade per occupational series for GS positions. Update all organizational charts and classification lists. Work with the SOF AT&L Workforce Development Team for any manpower and classification issues.
+ Advise managers on HR issues and provide advisory service for all positions.
+ Provide guidance in developing/modifying (GS) intern positions as well as AcqDemo PRD positions.
+ Advise SOF AT&L management on organizational requirements needed to support AcqDemo Broadbands and GS grades within SOF AT&L PEOs and Directorates.
+ Other duties as assigned
Qualifications/ Technical Experience Requirements:
+ Must be US Citizen
+ Bachelor’s Degree in a relevant field with 10+ years of experience administering DoD civilian personnel management systems and OPM/DoD classification systems required
+ Must be able to obtain/maintain a Secret Security Clearance
+ Must possess extensive experience with Federal civilian classification philosophy, concepts, principles, methods, practices, programs, techniques, laws, and Executive Orders sufficient to accomplish a wide range of complex, interrelated activities and resolve difficult and unprecedented classification issues which often require fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels to positions
+ Ability to maintain effective relationships with government officials, supervisors, and employees to ensure cooperative resolution of civilian personnel management issues and effectively coordinate activities
+ Demonstrated working knowledge of the DoD AcqDemo Broadbands system
