    ABOUT MERCYONE

    POSITION PURPOSE

    The Vice President, Population Health Services Organization (PHSO) will champion the ongoing development of MercyOne’s value-based care and population health strategies. The incumbent will assume responsibility and authority for the direction and leadership of the activities of MercyOne PHSO. The Vice President shall collaborate with MercyOne leadership, Physician leadership, PHSO member organizations, as well as Trinity Health leadership to ensure alignment throughout MercyOne, Trinity Health and across the PHSO network.

     

    The Vice President shall provide strategic leadership in assessing, developing, and implementing population health for value-based care delivery strategies as part of the Community Division. The Vice President will also lead the MercyOne PHSO to deliver a model for success under value-based care and the transformation to a value-based organization, while overseeing the establishment of continuous quality improvement across the continuum of care and ensuring a high level of quality in the delivery of care.The incumbent shall ensure objectives and results related to the strategic priorities of the PHSO as directed by the PHSO Board, MercyOne and Trinity Health are achieved.

    ESSENTIAL FUNCTIONS

    + Knows, understands, incorporates, and demonstrates the Trinity Health Mission, Vision, and Values in behaviors, practices, and decisions.

    + The primary focus of the President is to drive development and management of value-based programs and transformation strategies across the PHSO partnered provider network.

    + Develops and maintains relationships with health system leadership including MercyOne, member organizations, and RHM Clinically Integrated Network Medical Directors.

    + Partners with Trinity Health and MercyOne Medical Groups on care model development and best practice sharing.

    + Remains current with accountable care and population health design theories and applications.

    + Remains knowledgeable of federal and state legislation regarding accountable care, population health and shared risk design.

    + Leads analysis and work plans to address organizational gaps identified by assessment in areas of contracting, payer partnerships, alternative payment model (APM) management, population health data management, and high value networks.

    + Contracts with affiliated physicians, vendors and other healthcare companies to complete accountable care services not provided by MercyOne.

    + Partners with preferred payers to ensure network adequacy for Medicare Advantage, Commercial Self-Funded and Individual Exchange markets.

    + Works with leadership to develop appropriate risk sharing models for accountable care, including physician compensation alignment.

    + Leads the development of accountable care and shared risk legal and governance structures, including the management of the PHSO’s Board of Managers.

    + Responsible for care delivery innovation, care processes integration, access to care, coordination of care and standardization.

    + Assesses health care cost and quality data and provides specific recommendations to control costs and enhance quality according to APM contract terms.

    + Provides leadership to PHSO staff that collaborate across internal functions of the PHSO network to meet regulatory and operational requirements of commercial and government value-based programs.

    + Leads strategical development, deployment, and ongoing leadership across a diverse set of value-based programs and their implementation throughout the network.

    + Provides leadership for the analytics strategy to maximize value of APM contracts and to improve network performance.

    + Creates innovative methods and models for the transition to value-based care.

    + Responsible for maintaining executive relationship with payers and oversight of vendors, including population health analytics, data aggregator and care management platform vendor.

    + Maintains oversight of financial modeling of PHSO budget and APM contract terms.

    + Coordinates with MercyOne and Trinity Health Payer Strategy resources to ensure optimal value-based metrics and language, including negotiating terms with payers.

    + Represents PHSO in Trinity and MercyOne councils, leadership and work groups. Ensures the PHSO maintains capabilities to serve as an integrated Population Health Services Organization, including NCQA Accreditations and delegated service functions for Population Health and Care Management to enable the collection of corresponding fees.

    + Provides leadership to all functions of the PHSO including, but not limited to, Data Analytics, Compliance, Care Management, PHSO Medical Directors, Network Maintenance (i.e. Payer Credentialing, Participant Contracting) and Program Management.

    + Represents Regional Health Ministry at professional or community organization meetings and on committees at local, state and national level to assist in developing new programs and policies for improved delivery of health services for those who are experiencing poverty and other vulnerabilities.

    + Identifies and promotes desired changes in culture and programs that improve culture competency, promotes health equity and decreases healthcare disparities.

    + Represents MercyOne at corporate, professional association, community, business, and other healthcare related events.

    + Performs related duties as assigned. Travel may be required.

    + Maintains a working knowledge of applicable Federal, State, and local laws and regulations, Trinity Health’s Organizational Integrity Program, Standards of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical, and professional behavior.

    Essential Functions

    MINIMUM QUALIFICATIONS

    + Must possess a comprehensive knowledge of Health Informatics through equivalent combination of education and experience.

    + Master’s degree in business or healthcare administration required.

    + 10+ years of healthcare leadership experience with a proven track record of successfully introducing and managing value-based contracts at the national and/or regional level.

    + Demonstrated expertise in administering quality improvement efforts, clinical services and regulatory compliance programs.

    + Demonstrated understanding and experience with Quality Data, Total Cost of Care Data, Risk Adjustment/Risk Score methodologies, financial modeling of APM terms and payment models, and CIN Enablement strategies.

    + Strong working knowledge of health and racial equity principles, social influencers of health, uncompensated and undercompensated care, Community Benefit, community and coalition building, public policy development and advocacy, and population health management concepts.

    + Experience in program development, conflict resolution and joint venture development. Demonstrated success in working collaboratively with physicians, administrators, nurses and other providers in interdisciplinary teams to continuously improve patient care Experience influencing senior executives.

    + Highly developed verbal and written communication, persuasion and negotiation skills in order to effectively identify and present services, assess organizational development opportunities, facilitate improvements, and present advisory, persuasive and authoritative recommendations to all levels of management.
