    AGENCY DESCRIPTION:The Maine Bureau of Parks and Lands (BPL) in the Department of Agriculture, Conservation, and Forestry has an opening for a Property Records & Lease Manager (Planning and Research Associate II). BPL manages over 700,000 acres of fee owned land with conservation easements and leases bringing the total land area conserved to over 2 million acres. These lands are managed for a variety of resource values including recreation, cultural and historic values, wildlife, ecology, and timber.

     

    This full-time position may be located in Augusta, Farmington, or Bangor.*

     

    BRIEF JOB DESCRIPTION:The Bureau’s Property Records & Lease Manager oversees a significant camp lot lease program as well as management of other leases on Bureau properties. The position has primary responsibility for maintaining all Bureau property records. The Property Records & Lease Manager administers several databases associated with tracking property records and leases. Additionally, the position serves as one of the key personnel involved in geographic information services related to property boundaries and attributes.

     

    While the position is predominantly an office-based position, there is a significant field monitoring component focused on physically inspecting leased properties across the Bureau’s land base. There is also a work component examining and researching lease policies and assisting with transactions.

     

    The opportunity for a hybrid work schedule is an option with this position, following management approval and the DACF Telework Policy guidelines.

    MINIMUM QUALIFICATIONS:An eight (8) year combination of education, training, and/or experience providing a knowledge of planning and research principles, practices, and techniques.

    The successful candidate will have:

    + Knowledge of leasing policy, foreclosure policies and processes, and other real estate practices associated with lease program management.

    + Records and database management skills and experience.

    + Knowledge of GIS (e.g., ESRI) products and tools, including desktop and mobile applications.

    + The ability to effectively communicate orally and in writing with federal and state agencies, public officials, departmental staff and project partners, senior management, lease holders, and the general public.

    + The ability to design, organize, oversee, and/or maintain data collection and research efforts.

    + An independent work ethic and the ability to safely work in remote locations to inspect and document leased properties.
