    Description

    We are seeking an experienced and dedicated Property Manager to oversee the daily operations of an affordable housing community, ensuring compliance with all federal, state, and local government regulations, including Section 8 and HUD policies. The ideal candidate will excel in managing tenant relations, maintaining property standards, and ensuring the financial viability of the community while fostering an inclusive and supportive environment for all residents.

    Key Responsibilities:

    1. Property Operations:

    + Oversee all daily property operations, including leasing, evictions, inspections, and maintenance.

    + Ensure property is well-maintained and any required repairs or improvements are addressed promptly.

    + Conduct regular inspections to ensure compliance with health, safety, and HUD housing quality standards.

    2. Tenant Relations and Leasing:

    + Manage tenant communications professionally and address concerns or complaints in a timely manner.

    + Administer leasing and renewal processes, including applications, income certifications, and lease documentation, while adhering to HUD and Section 8 guidelines.

    + Ensure accurate and timely recertification of tenant income and eligibility.

    3. Compliance and Reporting:

    + Maintain thorough knowledge of affordable housing program regulations, including Low-Income Housing Tax Credit (LIHTC), Section 8, and HUD.

    + Ensure property operates in accordance with all applicable local, state, and federal laws, including Fair Housing regulations.

    + Prepare and submit required reports, such as occupancy reports, compliance files, and financial documentation, promptly and accurately.

    4. Financial Oversight:

    + Develop, monitor, and manage the property’s annual operating budget, focusing on achieving financial goals.

    + Collect and deposit rent payments, track delinquencies, and enforce lease terms.

    + Collaborate with leadership to identify cost-saving opportunities and revenue enhancements.

    5. Team Supervision:

    + Recruit, train, and manage on-site staff including leasing agents, maintenance personnel, and contractors.

    + Provide leadership, set performance goals, and foster a positive and productive work environment.

    6. Marketing and Outreach:

    + Develop and implement marketing strategies to maintain high occupancy levels.

    + Build relationships with community organizations and housing authorities to support tenant placement efforts.

    Requirements

    Requirements:

    Educational Background and Experience:

    + Bachelor’s degree in Property Management, Real Estate, Business Administration, or a related field (preferred but not required).

    + 3+ years of experience in property management, preferably in affordable housing, Section 8, or HUD-regulated communities.

    + Strong understanding of HUD, Section 8, LIHTC, and Fair Housing regulations.

    Skills and Competencies:

    + Excellent organizational, problem-solving, and multitasking skills.

    + Strong interpersonal and communication skills with the ability to interact effectively with tenants, staff, and external stakeholders.

    + Proficiency in property management software (e.g., Yardi, RentCafe) and Microsoft Office Suite.

    + Knowledge of financial reporting, budgeting, and rent collection processes.

    Certifications (Preferred but Not Required):

    + Certified Property Manager (CPM)

    + Accredited Residential Manager (ARM)

    + Fair Housing Certification

    + Tax Credit Specialist (TCS) or occupancy certification for Low-Income Housing Tax Credit (LIHTC) programs
