    Link Solutions is seeking a Deputy Program Manager to join our team at Adelphi, MD.

     

    + Must be a US Citizen

    + DoD Secret Clearance required

    + Non-remote (relocation incentive available)

     

    Our Deputy Program Manager will work closely with the Program Manager to lead and manage the delivery of IT services, drive delivery improvement and quality assurance, and ensure compliance with program objectives, service level agreements (SLAs), and quality standards for the Army Research Laboratory in Adelphi, MD.

    Job Responsibilities:

    + Serve as a key leader responsible for overseeing functional delivery teams across geographically dispersed locations.

    + Provide full lifecycle project management, including planning, execution, monitoring, and closure of IT initiatives.

    + Ensure all project deliverables adhere to contractual requirements, quality standards, and customer expectations.

    + Develop and maintain project documentation including scope, work plans, schedules, resource plans, and risk registers.

    + Interface with stakeholders to coordinate ongoing and new contract requirements and address emerging challenges.

    + Manage staffing levels, performance metrics, and contract compliance in alignment with the Program Manager.

    + Oversee vendor task integration, monitor subcontractor deliverables, and ensure timely resolution of project issues.

    + Conduct project status meetings, prepare progress reports, and drive continuous improvement efforts.

    + Lead performance management and quality control functions to ensure optimal service delivery and mission support.

    + Implement and enforce SOPs, ITIL processes, and risk mitigation strategies across the delivery environment.

    + Must be a US Citizen.

    + Must be able to obtain and maintain an active DoD Secret Clearance.

    + Must have a BA/BS Degree in Information Technology, Business Administration, or a related field.

    + Twelve (12+) years of relevant program and project management experience within IT environments.

    + IAT Level II Certification equivalent or higher per DoD 8570/DoD 8140 (CompTIA Security+ CE, CCNA Security, GICSP, GSEC, SSCP, etc.).

    + Must have Project Management Professional (PMP) certification.

    + Must have ITIL v4 Foundation or higher.

    + Proven track record of successful program delivery in a leadership role.

    + Strong knowledge of project management methodologies and best practices.

    + Excellent skills in budgeting, financial management, and risk assessment.

    + Advanced proficiency in Microsoft Office Suite and project management software (e.g., Microsoft Project, Jira).

    Preferred:

    + Active Security Clearance.

    + Experience with incident management within the ServiceNow Information Technology Service Management (ITSM) platform.

    + Experience creating and modifying documentation for technical processes and procedures.

    + Experience working in a Department of Defense (DoD) environment.

    + A problem solver and troubleshooter who thrives in resolving complex problems.

    + Strong self-starter requiring minimal supervision.

    + Excellent communication skills (written and oral) and interpersonal skills.

    + Excellent organizational skills, attention to detail, and ability to prioritize and manage multiple tasks.
