    ABOUT THE DEPARTMENT:

    Deschutes County Health Services supports over 400 staff in Behavioral and Public Health programs working to promote and protect the health and safety of the community in a broad variety of community-based settings.

     

    Deschutes County Behavioral Health (DCBH) is the Community Mental Health Program providing safety net and core clinical services for community members in Deschutes County dealing with mental health and substance use conditions. DCBH is also a Certified Community Behavioral Health Clinic (CCBHC). As such, DCBH relies on multi-disciplinary teams to provide innovative, evidence-based, recovery-oriented services in behavioral healthcare settings co-located with physical health providers.

    ABOUT THE JOB:

    This position is responsible for providing full clinical and administrative supervision for the Comprehensive Forensic and Residential Services (CFRS) Team, a part of the larger Forensic and Acute Services Program. This team is tasked with promoting integration and collaboration between mandated treatment systems and residential treatment services to improve the overall wellness of individuals with a serious and persistent mental illness (SPMI). The position is responsible for the oversight, development and direction of an interdisciplinary team whose staff are responsible for working with systems that include the Oregon State Hospital, local inpatient psychiatric services, Community Care Organizations, the state Psychiatric Security Review Board, local residential facilities, and the Oregon Health Authority.

     

    Programs served by the CFRS team include Civil Commitment, Exceptional Needs Care Coordination, and the Psychiatric Security Review Board. Ideal candidates will demonstrate specialized knowledge in the areas of systems work with overlapping community partners, clinical supervision with regards to mandated treatment populations, understanding of client-centered and recovery focused treatment, and residential mental health treatment. Working with the program manager, the incumbent will be actively involved with program development and finding ways to efficiently and holistically serve the target client populations.

     

    This is a weekday position with typical hours from 8:00am to 5:00pm, Monday-Friday.

    Key Responsibilities:

    + Supervise and lead an interdisciplinary behavioral health team that works with a diverse group of mandated clients and treatment systems.

    + Oversee collaboration with the Courts, District Attorney's office, local acute care facilities, Oregon State Hospital, and Oregon Health Authority.

    + Plan and implement intervention programs.

    What You Will Bring:

    + Community behavioral health and addictions concepts.

    + Client assessment and case management.

    + Behavioral health disorders and diagnostic classifications.

    + Psychological, sociological and psychiatric theories.

    + Well-developed human relations skills with appreciable interpersonal sensitivity and awareness.

    + Interviewing and counseling skills.

    + Writing skills to prepare clear and concise reports.

    + Apply theory in behavioral health and addictions diagnosis.

    Compensation

     

    $7,113.14 to $9,532.28 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This position is available immediately.

    Minimum Qualifications

    + Master's degree in Psychology, Social Work, or a related behavioral science field;

    + AND three (3) years of related experience in the behavioral health field, including lead or supervisory experience;

    + OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.

     

    Must meet provider Qualified Mental Health Professional (QMHP) credentialing requirements as required by Oregon Administrative Rules (OARs (http://arcweb.sos.state.or.us/pages/rules/oars\_300/oar\_309/309\_019.html) ) 309-019-0125 (8).

    Preference will be given for:

    + Previous supervisory experience.

    + Experience coordinating with the Criminal Justice or mandated treatment systems.

     

    Necessary Special Requirements

     

    Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

     

    For positions in the Health Services Department, depending on area of assignment, incumbent must be eligible to be credentialed as a Clinical Supervisor for assigned service area in accordance with Oregon Administrative Rules.

     

    Depending on area of assignment, business needs and regulatory requirements, may also be required to obtain additional certifications.

     

    Must have dependable transportation and be willing and able to drive throughout Deschutes County in sometimes adverse weather conditions.
