    Information Technology Director

    SUMMARY

    This top-level position is responsible for the strategic planning, implementation, and management of all aspects of the Agency's Information Technology and Information Security programs. The role includes overseeing infrastructure development, vendor management, IT compliance, risk mitigation, and team leadership. This position provides a critical leadership function within The Agency's administrative team.

     

    II. ESSENTIAL DUTIES AND RESPONSIBILITIES (include the following. Other duties may be assigned.)

     

    Strategic Leadership & Governance

     

    + Develops and executes The Agency's IT and information security strategy in alignment with short- and long-term organizational goals.

    + Acts as the primary liaison between IT and organizational leadership, providing strategic guidance and technical expertise to support decision-making.

    + Leads and/or sits on internal committees and represents IT interests in organization-wide planning and strategic initiatives.

    + Leads annual IT budget development, monitors expenditures, and aligns expenses with strategic priorities.

    + Designs, implements, and maintains the department budget.

    + Develops and maintains a comprehensive IT governance framework, including policies on access control, data lifecycle management, and acceptable use.

    + Prepares dashboards, KPIs, and performance reports for senior management to assess technology ROI and performance trends.

     

    Infrastructure, Systems & Operations

     

    + Oversees the performance, integrity, and scalability of network infrastructure, enterprise systems, cloud services, and applications.

    + Maintains expertise and oversight of all core Agency software platforms.

    + Establishes and maintains service desk procedures that ensure timely and effective end-user support and resolution of technical issues.

    + Documents systems, procedures, licensing, and configurations in alignment with ITIL or industry best practices.

    + Ensures proper inventory management of IT assets and lifecycle planning for hardware and software.

    + Maintains agency IT hardware inventory with completion of audit and reconciliation.

    + Maintains flexibility to respond to after-hours emergencies, remote troubleshooting needs, and critical updates.

     

    Cybersecurity, Compliance & Risk Management

     

    + Designs and enforces cybersecurity and risk management protocols, including proactive threat detection and response strategies.

    + Ensures compliance with HIPAA, HITRUST, and other applicable laws, standards, and certifications relevant to health information IT and data security.

    + Directs business continuity and disaster recovery planning, ensuring readiness for service disruptions and data breaches.

    + Upholds the integrity, confidentiality, and availability of organizational data assets.

    + Ensures IT operations are aligned with both compliance requirements and business objectives.

     

    Project Management & Innovation

     

    + Leads cross-functional project teams in the implementation of new technologies, digital health solutions, and system upgrades.

    + Evaluates and implements emerging technologies to improve operational efficiency, support innovation, and advance The Agency's mission.

    + Collaborates with departments to ensure IT solutions meet clinical, administrative, and operational needs.

     

    People & Vendor Management

     

    + Supervises and mentors IT staff; develops training plans and promotes professional development and team accountability.

    + Develops and maintains training curriculum administered by the IT department.

    + Manages relationships with technology vendors, consultants, and service providers; evaluates new products and negotiates contracts to maximize value and minimize risk.

    + Promotes a culture of digital literacy, change management, and cybersecurity awareness across the organization.

     

    Administrative Requirement

     

    + Requires a three-week notice for voluntary resignation.

    III. SUPERVISORY RESPONSIBILITIES

     

    Directly supervises employees in the IT department. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; managing discipline and resolving conflicts in accordance with agency policies.

     

    IV. QUALIFICATIONS

    EDUCATION AND/OR EXPERIENCE

    Bachelor's degree required, preferably in Information Technology, Health Informatics, or a related field. Must have demonstrated supervisory and management experience. A minimum of 7 years in information technology leadership is required, including experience in healthcare IT, cybersecurity, and regulatory compliance. Prior experience achieving HITRUST, or equivalent certifications is a plus.

    LANGUAGE SKILLS

    Ability to read, analyze, and interpret professional journals, technical procedures, and regulations. Capable of drafting clear and concise policies, business correspondence, and reports. Skilled in presenting technical information to non-technical stakeholders.

    MATHEMATICAL SKILLS

    Strong analytical skills required for budget forecasting, data evaluation, and interpreting statistical reports.

    REASONING ABILITY

    Ability to define problems, analyze data, evaluate options, and implement effective solutions in complex environments.

    COMPUTER SKILLS

    Proficient with enterprise IT systems, cloud-based platforms, electronic health records, cybersecurity software, and Microsoft Office Suite. Familiarity with data governance tools, project management systems, and ITIL practices preferred.

    CERTIFICATIONS, LICENSES, REGISTRATIONS

    Certified Information Systems Security Professional (CISSP) strongly preferred. Must possess a valid NYS driver's license.

    Job Type: Full-time

     

    Pay: $95,000.00-$105,000.00 per year
