About our opportunity:
We invite you to apply to join our team as a full-time Construction Inspector II within the Public Works Department, Right of Way Division. This person will perform skilled inspection work to ensure compliance with construction drawings, contracts, and standards and specifications. Work involves the inspection of all phases of repair sites. Right of Way inspections to make sure contractors follow par with Standards. They will coordinate with contractors, document interactions, verify applicable charges, and perform certain administrative duties as they relate to contract management. Employees are required to exercise independent judgment in applying City standards to a variety of work situations. Work requires that the employee exercise considerable tact and firmness in dealing with contractors, property owners and the general public. Work is performed under limited supervision by the Senior Construction Supervisor and is evaluated on the basis of the employee's ability to apply technical knowledge and skills in maintaining prescribed inspection standards and sound construction practices.
What you'll be doing:
+ Conducts inspections and project oversight for a broad range of construction and maintenance projects for the Public works Division, which will include inspecting projects for compliance with the approved construction drawings, contracts, and standards and specifications, and inspecting installation of concrete, asphalt, storm drainage, stormwater control measures, retaining wall construction, guardrail, and any other infrastructure needed for project completion.
+ Coordinates and oversees contractors and City staff engaged in construction and maintenance projects on behalf of the City: conducts meetings; schedules and coordinates inspections and meetings; anticipates, prioritizes, and times inspections to minimize interference with project progress; provides guidance in unique construction situations; and negotiates and resolves discrepancies.
+ Coordinates pre-construction activities and meetings: performs initial site assessments; evaluates constructability; ensures rights-of-way, easements, and permits are secured; anticipates constraints and technical challenges likely to impact projects; and notifies homeowners, business owners, transit authorities, public safety departments, and others of upcoming road and lane closures.
+ Inspects construction and maintenance projects for compliance with approved plans, contract specifications, safety, and quality of materials and workmanship: visits project sites; assesses site conditions; takes photographs; takes samples as needed for testing; makes field adjustments, as necessary; and prepares, updates, and submits project progress reports to appropriate staff.
+ Investigates and responds to citizen complaints: explains projects, policies, and procedures; identifies and assesses problems; determines appropriate remedies; and issues stop work orders or schedules work as needed.
+ Coordinates post-construction activities and meetings: conducts post-construction walk thru at site; conducts warranty inspections to ensure ongoing compliance with specifications; and reports failures, issues, and problems to contractor for remediation.
+ Operates and maintains a variety of equipment and tools to complete essential functions, such as vehicle, nuclear and non-nuclear density gauges, GPS, smart level, laser level, thermometer, measuring devices, gas monitor, etc.
+ Communicates with supervisor, other City employees, contractors, the public, outside agencies and organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
+ Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives, reviews, prepares, completes, processes, forwards or retains as appropriate various forms, reports, correspondence, pay applications, tax forms, easements, change orders, timesheets, testing reports, daily reports, progress reports, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
+ Operates a personal computer and tablet to enter, retrieve, review, or modify data, utilizing Google Suite for word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Performs other related duties as required. Assists in major storm events.

About you:
We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered :
+ Two years of experience in construction inspection and contract compliance; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must be able to obtain and maintain a valid North Carolina driver’s license. the selected candidate must be able to obtain and maintain the following additional certifications or licensures: American Public Works Association Construction Inspector, Notary Public, American Concrete Institute Field Concrete Testing, Best Management Practice Inspector, QMS Asphalt Roadway, Trained in Nuclear Density Testing, Confined Space Training, Trenching Competent Person Training, Work Zone Safety or other certifications and licensures.
Specific Knowledge, Skills, or Abilities : Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City, NCDOT, or departmental policies, practices, procedures, and specifications necessary to function effectively in the position.
